China's infrastructure construction has long been lagging behind the development of the economy.As China's economy has entered a new normal,the gap between the demand for infrastructure investment and the ability of the public budget to meet this demand has continued to widen,stimulating supply-side reforms in the infrastructure sector in China.Under the background of a long way to go for burden reduction and breakthroughs in science and technology,the PPP model will surely shoulder the burden of structural reform on the supply side.For China,the infrastructure PPP model is still at a preliminary stage of exploration.The government still has many problems in its role-playing and functions.In the new era,using the PPP model in infrastructure can enrich the infrastructure financing model and improve the foundation.The efficiency of supply of facilities and the promotion and application of the PPP model will also help the government to change its functions and improve its governance capabilities.The UK is an early adopter of the public-private partnership model for infrastructure construction.From the point of view of flexibility and professionalism of PPP,the UK's PPP model is at the highest stage.The government has assumed a professional management role.It is the world's other country.A model for studying and applying the PPP model.China's PPP model is still at a low stage of development.The PPP model is single,and it is mainly led by the government.The state function mainly is to formulate laws and regulations and policy guidelines and regulate the specific details of PPP operation,leading to the existence of a private government contract relationship in the PPP model.The characteristics of risk cannot be avoided effectively.Based on this situation,this paper selects two PPP projects,namely China's Quanzhou Ertong Bridge and British Savannah Bridge,as the research object,and elaborates on the project's financing structure,pricing mechanism,operation management and contract performance.Focused on the differences between the two governments in running PPP projects,including the preparatory work,the basis for public-private cooperation,the project's revenue protection mechanism,and the attitude towards the partners,through a small and big way from the case of the Echo Bridge.Digging out the predicament of government management in the PPP mode of the infrastructure sector,and finally combining the advanced experience of the British government,proposes policy recommendations for the transformation of government functions in China from three dimensions,that is,as project promoters,we must create a good environment under the guidance of service concepts.Improve the PPP pricing and risk sharing mechanism;as a joint project Establish a sense of who the contract,specification development and implementation of PPP contracts;as a project supervisor improve laws and regulations,the establishment of public service performance and regulatory system.
