During the Qing Dynasty,Tibetan,Hui,Mongolian,Miao, and other ethnic regions had been formed, and the “Miaos of Miao” was one of the important ethnic regions. The effective governance of ethnic areas is an important condition for the formation of a unified multi-ethnic country.Because of its important geographical location, the "Miaos of Miao" has become the key puzzle for the establishment and stability of a unified multi-ethnic nation in the Qing Dynasty. In the process of governance of the "Miaos in the Miao" by the Qing court, legal measures are often the basis and guarantee of other governance methods. The continuous formulation and implementation of laws and their revision and improvement have also played a crucial role in the formation of a complete legal system for the entire Qing Dynasty. In the Qing Dynasty, the "Miaos of Inner Mongolia" legal control occupied an important position in the construction of the national ethnic legal system and became an important model for studying the multi-ethnic legal governance system.Generally speaking, the "Miaos of Guizhou" in Guizhou Province began to "reform the soil" during the Yongzheng period.Repatriation became the “king of the territory” under the jurisdiction of the Central Government. From the state in which the traditional Miaomin tribe separated from one another and did not belong to each other,it entered the period when the court sent the governor to govern. The central government formally formed Guizhou's“Miaos of Miao”.Direct management.During the development of Miao, the main task is to promote the long-term development of politics, economy, culture, and society in Miao and Xinjiang. The problem is how to include culturally backwardethnic minority groups from cultural, political, and economic fields.Under the rule of the Central Government, the integration of the Miao civilization and the mainstream civilization of the Qing Dynasty is promoted.Previous researches on "reconstruction and reform of the Miao dynasty" have yielded abundant results. However, they have focused on researching the economic development of the "Miaos of Xinjiang",the direct political jurisdiction, and the interaction between the Miao and Han civilizations. The integration and progress of culture and society and the unified control of the legal system have not grasped the changes in the political, economic and cultural aspects of Miao's politics, economy, and culture in the vertical historical development process, and have only focused on the study of individual issues in the horizontal direction. To comprehensively reveal the political, economic, cultural, and social integration of Guizhou's "Miaos and Miaos" brought about by the change of laws after the "improving the reunification of the land".The legal governance of the "Miaos of Inner Mongolia" in the Qing Dynasty is a dynamic development process of continuous adjustment, improvement, and improvement. It represents the process of the integration of the traditional "Miaos of Xinjiang" culture and the mainstream civilization, and it is also the perfection of the legal governance of typical ethnic minority settlements. The history of progress towards maturity. This article revolves around the historical background of the "Miaos of Miao" in the Qing Dynasty after the reform of the "Miaos of Inner Mongolia" to reform the land, and focused on the major influence of the legal regulation of the central government in the Qing Dynasty on the social development of the Miao region, and also on the governance of the "Miao Territory".The idea of ?? "rule by the rule of law" and the strengthening of the control of the "Miaos of Xinjiang" by the unification of the Central Government are both contradictory and uniform. This article attempts to explore the historical evolution of the legal regulation of the "Miaos in the Miao" in the Qing Dynasty by comparing the policy governance system of the "Miaos in the Qing Dynasty" and the laws and regulations in the late QingDynasty. The formulation has important reference significance. The first chapter describes the system of the legal governance system and its historical evolution in the early period of the Qing Dynasty(before reforming the land and returning to the original land)and describes the evaluation of the system. The second chapter briefly describes the Qing Dynasty seedlings. The contents of criminal and civil legislation in Xinjiang are described in chapter 3.The characteristics of the legal system of Miao in the early Qing Dynasty are described. The fourth chapter is about the state and characteristics of the legal regulation policies of the central government in the late Qing Dynasty and their influence on the "Miaos and the Miaos" society. The heavy impact of development.
