The Government's Countermeasures In Promoting The Integration Of New Citizens Into Cities

According to 19 th National Congress of the Party of China,It is necessary to continuously improve guarantee and the level of people's livelihood,strengthen and innovate social governance.This is a strategic task set out from the overall development of the party and national undertakings.Since from the reform and opening-up,our urbanization has developed rapidly,the implementation of the new urbanization strategy has pushed more and more rural population move to city,and became urban populations smoothly.However,the process of China's urbanization is obviously reflected in the national will,and the government plays leading role,even a result of institutional arrangements.The citizenization of this system has brought many problems to the "new citizen" group,which may lead to new urban-rural conflicts and potential social crises.The new citizens is an inevitable outcome of China's industrialization and urbanization.They left their original land and agricultural production activities and began to engage in non-agricultural industries or major non-agricultural industries.However,due to the change of traditional production and lifestyle,they need to adapt the role of "city people" smoothly.But in the process of rapid expansion of urbanization,Due to the government and social organizations have no enough focus on the group for the subject to the new citizens,make this special group also exist the obvious difference of quality,lack of urban cultural life,practice skill levels low,regulations,problems such as weak consciousness.All these problems need to be solved by the government to give the necessary policy measures.This article will discusses the problem.This article will be divided into five parts.The first part puts forward the research background and significance,research method,innovation point and frame structure.The second part summarizes the content and related factors of the new citizen and city integration concept,defines the boundary and scope of the study,and puts forward the theoretical basis of the study.The third part analyzes the problem of China's new citizen urban integration,and puts forward the key factors for the problem.The fourth part research the experiences and practices of the developed countries to promote the integration of foreign population cities,especially Japan and the United States.And summarizes the enlightenment to the integration of new citizen cities in China.The fifth part puts forward the Chinese government's policy recommendations to promote the integration of new citizens' cities,including broadening the social support channels for urban integration,forming a good integration atmosphere,and building a new citizen-city integration and coordination mechanism under the guidance of the government.
