Public-Private Partnership,hereafter referred to as PPP,is interpreted as the cooperation mode of government and social capital in the context of C hina.Privatization movement implemented by the Thatcher government in Britain has been the initial exploration of the PPP,which extensively involves other nations in Europe and America,emerging East Asian countries and some Latin America n countries.Since 1990's,some cities in C hina have set out to launch pilot projects and make innovation of PPP mode.During the 13 th Five-Year period,China has successively promulgated policies to improve corresponding top-hierarchy design and operational procedure.At present,as some major strategies such as “Constructing marine power” and “the Belt and Road Initiatives” have been put forward,coast guards have been the indispensable force of defending state sovereignty and marine rights.However,imba lance between supply and need has severely restricted to perform their duties and missions.Undoubtedly,the traditional supply mode of coast guard terminal has been unsustainable during the 13 th Five-Year period.Under this circumstance,it is worthwhile to thoroughly study on the effective supply of Coast Guard Terminal by means of PPP.Literature review,theoretical analysis and case study have been incorporated to facilitate the research.To begin with,concepts such as Public-Private Partnership,Supply mode,Coast guard terminal have been redefined,according to the research achievement at home and abroad.Furthermore,based on experiences and typical cases at home and abroad,six essential elements for PPP have been put forward,from Economics and Pub lic Management.In addition,the imbalance between supply and need at three terminals domestically has been used as the breakthrough point,whereby we objectively summarizes the major problems in the traditional mode of service supply,and thoroughly analyzes the main causes of its inefficiency and ineffectiveness from the perspective of Public Management.Finally,as Guangdong province explores Triangle Island by the means of cooperation between government and social capital,we make a case analysis of Triangle Island terminal project led by south China sub-bureau.Also,some suggestions pertaining to spreading PPP mode in the sphere of infrastructure have been put forward.Then the conclusions can be drawn from this research as follows.Firstly,China has been equipped with the theoretical basis and present condition related to PPP promotion,from the perspective of related literature,laws and regulations.Secondly,there is feasibility that effective supply at the terminal can be achieved by means of PPP mode,according to cost-effectiveness evaluation and specific practice on Triangle Island.Lastly,PPP mode might be constitutive of roles and functions,cost-effectiveness evaluation,risk distribution,competitive bidding,reward mechanism and contract s ystem,and so on.
