In 2013,some local government in China has began to transfer the work of organizing government performance evaluation from the Commission for Discipline Inspection to the Office of the Commission.In fact,the essence of changing the department with the power of managing government performance and organizing government performance evaluation is a reform of government performance management organization system.This is an exploration about the toplevel-design of the government performance management organization system.The change of the department is not only an optimization of matching the administrative organization system functions with the internal administrative power of the administrative system,but also the inheritance of the past excellent experience accumulated.However,that has reflected that Chinese performance management is still in the stage of continuous exploration and improvement,not stable and mature.The perspective of this research has a quite strong innovation,and the topic has a good foresight--looking for an ideal form of government performance management and organization,in other word,"which will be the best government performance management and organizational subject".This research mainly adopts the literature research method,the case study method,the interview investigation method and the comparative analysis method,from the unique perspective of the management organization,analyzes the questions about "What "(the core concepts clarifying),and “Why”(the path of the department‘s change,the logic of the change and the final choice,the comparison of the dimensionabout the department‘s change).The conclusions will focus on "How"(which department will be the better one / how the government performance managing and organizing subject system to be set up the most suitably).The contributions and innovations of this research are focus on combing and constructing the theory of department with the power of managing and organizing government performance evaluation.First of all,put forward a new research perspective the of government performance management study: from the subject with the power of managing government performance and organizing performance Evaluation.Secondly,based on the previous related research,this study re-puts forward the "three powers" in government performance management(power of performance management,power of evaluation organization,and power of performance evaluation),clearly defines the core concept "government performance management organization",and systematically sorts out the relevant concepts of the subject and object of government performance management,and clarify the relevant expressions in Chinese and foreign context.In addition,through the comparative study of history at home and abroad,this paper explains the causal linkage logic of the main body of the government performance management organization and discusses the basic judgment standard of the ideal government performance management organization through the horizontal comparison between the subjects,Support-action-effect "under the framework of the main system.Finally,the conclusion is that the change of the department with the power of managing government performance and organizing performance evaluation reveals that,essentially,the adjustment of the government performance management system is aim to enhance the government performance and the level of government performance management.Therefore,this study has the dual significance of theoretical innovation and practical guidance.
