From "establishing a system of judicial personnel management in accordance with professional characteristics,improving the unified recruitment of judges,prosecutors and the people’s police,orderly communication,step by step selection mechanism,and improving the judicial personnel classification management system",put forward in The Third Plenary Session of the 18 th CPC Central Committee,to "we must adhere to comprehensive and deepening reform,adhere to and improve the socialist system with Chinese characteristics,and constantly modernize the governance system and governance capability",clearly stated in the Report of the 19 th National Congress.The fifth constitutional amendment in 2018 further clarified the country’s legislative,executive,judicial and supervisory system,and the first meeting of the Central Committee for the Comprehensive and Deepening of the Reform on March 28,2018 considered and adopted the "Programme for Reforming the Job Sequence of Law Enforcement Officers of Public Security Organs(Trial)" and the "Programme for Reforming the Technical Job Sequence of Public Security Organs(Trial)".The reform has been pushed forward and pushed out step by step,opening up a new era of accelerating the construction of a complete system,scientific norms and effective administrative system.As an armed force of state security administration and criminal justice,the reform of job classification and management will follow the times.Since 2016,a number of pilot police classification management reforms have been carried out,during which the theoretical framework and practice of police classification management has become a hot topic of research.This paper discusses the application and significance of incentive theory to police classification management reform in management,analyzes the present situation,existing problems and the necessity and urgency of reform of the police force in X city,and puts forward the inevitability and importance of the incentive theory acting on the reform of police classification management.Refer to domestic and foreign research on the reform of civil service classification management,and learn from the experience of the United Kingdom,Hong Kong,and Shenzhen in this regard.Finally,based on the background of the reform of the police classification management system in X city under the present situation of administrative system reform,the paper expounds the optimal way of the police classification management under the incentive theory from four aspects: formulating the classification management regulations,clarifying the classification standards,optimizing the career development mode and perfecting the supporting system.Through theory guiding practice,it provides a suitable path for the current reform of police classification management. |
