Study On The Government's Online Supervision Problems Of Major Hazard In Jinjiang

Jinjiang government has paid more and more attention to the risk control of major hazard installation because of “8.12” Tianjin production accident.In this articles,since safety regulation of major hazards in Jinjiang City is still in stern situation,we determined the government online regulation of major hazards in Jinjiang as our research topic.Through literature review,investigation study,comparative analysis,and other research approaches,we first analyzed the research findings from domestic and foreign scholars and defined that the government should provide safety regulation to the public products.Under the principle of cost effectiveness,government should also pay attention to the regulation performance,optimize the supervision mechanism,supervise and urge enterprises to take the main responsibilities by carrying out the safety management of major hazard installation with the help of incentives.Then taking government online supervision of Jinjiang City major hazards as an example,based on the summarization of the status quo,we explained the reasons of blind areas in government's online supervision,enforcement opacity,enforcement exist deficiencies,and responsibility unclear is because that the system design is not reasonable,on-line supervision awareness deviation,and lack of safety regulation incentive mechanism.We further analyzed the essence of the problem is that government online regulation performance is not perfect.We finally referred the practice of foreign advanced areas,combining the reality of Jinjiang,proposing to consummate the system design,build technical support system,timely advertise security risks,improve the safe construction of credit system,play a role of supervision by public opinion and other countermeasures,further transform government regulatory functions to guide enterprises to strengthen the self safety regulation of internal and external motivation,finally realize the improvement of Jinjiang government control for major hazards online performance.The study provide theoretical basis and reference value for other aspects of government safety regulation.Innovation of this articles is that the internal mechanism influences the performance of government safety regulation.By using incentives,market regulating mechanism,the new concept of government safety regulations is put forward for major hazards government online regulation as a specific case.
