Relationship-building Between Government And Industry Associations After The Disconnection

The relationship between government and industry associations is related to the relationship between government and market and the relationship between government and society,which are undergoing profound changes in the period of comprehensively deepening reform.In the transition period of "iconoclasm",a research on the relationship between government and industry associations has the practical significance.Based on the present relationship between Chinese government and industry associations,this research analyses the relationships between government and three different kinds of industry association,while drawing lessons from the relationship between foreign government and industry associations.Using state and society interaction theory,this research points out three ideal types of relationship between government and trade associations: the first one is that government supports industry associations to promote economic and social development;the second one is that industry associations participate in affairs to impact government policy;the last one is that government and industry association impact each other's affairs,and using transaction cost theory,this research points out that government should purchase public service from industry associations.This study also provides advises for government and industry associations.Government should support industry associations,strengthen supervision system,offer chances for industry associations to participate in public affairs,improve government purchase service system.Industry associations should improve internal management system,provide membership services as basic functions,and enhance professional ability.
