Research Of Government Behavior In Emission Right Trading Of Inner Mongolia

The idea of Emission Right Trading sees environmental resources as a tradable commodity,by which the country could realize the reasonable allocation of such resources through market means and macro-economic control measures to reduce emissions.By far,the responsibility to promote the idea and push forward actual practice of Emission Right Trading falls mostly onto the government for it was brought into our country only recently.Like many other theories and techniques adopted before,our government,while holding the most convenient executive power as the authority itself could easily concentrate resources thus producing positive results,also risks to become a setback following some wrong steps to achieve a quick success.Therefore,how the government should behave bares great impact on the eventual implementation of Emission Right Trading.This article mainly focuses on the government's conduct in the process to promote Emission Right Trading and its practice.In research of relevant theories such as externality public goods theory and government failure theory and necessity of government actions as well as the analysis of outcomes of such actions in comparison with advanced experiences from America and other provinces andcities,this article will finally conclude to propose some ideas and suggestions for a better future practice of Emission Right Trading in Inner Mongolia.
