With the deepening of reform and opening up,the development of social economy and the change of humanistic ideas,the number and type of disputes in the eastern and Western pastoral areas have increased.Different types of disputes and solutions are different from other places because of the unique ways of production and life and traditional customs in the region.It also derives a series of new disputes on the basis of the original land,marriage and family,debt and debt,farmers and herdsmen,disputes between state organs or grass-roots autonomous organizations,and neighbourhood disputes.The types of disputes in the eastern and Western pastoral areas are diverse,mutually causative,all kinds of disputes are complicated and the number is increasing.The causes of these disputes are involved in many aspects,such as the political conflicts of the parties,the disengagement of the state policies and the actual situation of the agricultural and pastoral areas,and the administrative functions of the administrative organs.In the face of the increasing number of old and new disputes and the increasing consciousness of farmers and herdsmen,the characteristics of the ways to solve the dispute settlement of farmers and herdsmen and the current situation of dispute settlement mechanism reveal that there are problems in the dissension and settlement mechanism,the lack of necessary communication and coordination among the mechanisms,and the insufficient ability of the civil mediation organizations to solve the problems of dispute dispute,and to solve the above problems should be solved by improving the existing disputes in the eastern agricultural and pastoral areas.The mechanism is to promote the organic convergence of dispute settlement mechanism in agriculture and pastoral areas.
