Since 2003,the reform of the prison system has begun in some pilot cities and focus on the desperation of prison and enterprises To 2008,the reform of the national prison system was officially launched by the judiciary.All over the country,different levels of practice and experience have been made in the development of the mode of the separation of prison and company,at the same time,we got a lot of experience.However,gradually it revealed some problems in the operation which obstructed the function of the prison and the further development of the prison and enterprises The prison of Inner Mongolia faced many problems,for example,the division of responsibility is unclear,the economic stress of prison and company is increasing,the prison labor reform system and operation mechanism are not perfect,the labor program of the prisoners does not meet the needs of labor reform,the morale of the prison police is not high,and the management does not meet the development requirements of prison and enterprises How to overcome these difficulties and find the way to develop the prison in Inner Mongolia autonomous region is the topic of this paper.This paper is based on the reading of relevant theoretical literatures at demostic and abroad,combining with the theory of socialist prison theory and labor reform with Chinese characteristics,basing on the investigation of the actual situation of prison in Inner Mongolia autonomous region,analyzed the main problems and the deep reason in the development of prison and company in Inner Mongolia autonomous region,which is from the existing functions,institutions,personnel,assets and financial separation of Inner Mongolia autonomous region,the organizational and management institutions,industrial structure and operation status and management status of the prison and enterprises It also provides a new way of making prison funds from financial security mechanism perfected,accelerate the process of prison enterprises under the rule of law,strengthening the construction of the police force,giving suggestions and measures for the prison and company function orientation to deepen the reform of the prison system.
