Research On The Investigation Of Internet Extortion

Extortion intimidates victims into handing over possessions because of fear.Being combined with the internet,this crime results in more diverse means and greater social harmfulness.Not only it will make people more vulnerable to property losses,but also it will lessen people's sense of security.This paper is based on the survey and analysis of 373 internet security department leaders in prefecture-level cities,the interview to the front-line police,the writer's own undercover experience,material accumulation,and relevant literature research,aiming to build a more comprehensive investigation countermeasures to combat the internet extortion.With the purpose of illegal possession,the internet extortion refers to the criminal means of using the internet as the object of crime,the instrument of crime or the space of crime,and the main offense is carried out on the internet.The extortion threatens or blackmails victims to achieve relatively-large amount of property.Also it commits extortion repeatedly..It has prominent characteristics in the aspects of criminal means,criminal activities,criminal industrial chain,the amount of money or property involved in the case and the concealed crime numbers.In the process of the implementation of the crime of internet extortion,its instrumental and objective behaviors may violate different crimes,and generally they should be punished according to the principle of implicated offense.In the investigation practice,it is found that the common criminal means of internet extortion include the following three types: using defective internet business as carrier,hacker technology attack as carrier and citizens' personal information as carrier.However,there are some difficulties in investigation,such as the initiation of investigation procedure,the detection of criminal suspects,the identification of the relevance of electronic data,the investigation cooperation and the construction of the investigation team of internet crime.In order to solve the investigation predicament in the cases of the internet extortion,the investigative organs should master the routine investigation methods of such cases and the investigation emphases of different types.As a result,we can take effective investigation countermeasures to detect and solve such cases.At the same time,the investigative organs should build a more comprehensive investigation mechanism from the start of investigation procedure,the perfection of cooperation mechanism in investigating and the construction of professional investigation team of internet crime.These means can lay a good foundation for investigating the crime cases of internet extortion.
