Study On The Basic Public Service Supply In Anxi County Government

Since the 18 th CPC national congress,China has put forward the goal of equalizing the basic public services in urban and rural areas by 2020.As a big agricultural population County in the mountainous area of Quanzhou City,Anxi County has actively integrated into the overall development of the city,accelerated economic development,paid attention to improving people's livelihood,and became one of the National Hundred Counties.With the development of economy and society,the basic public service of Anxi County has made certain achievements,but the gap between urban and rural is still wide.The theory of good governance is a social management process of making the public interest to maximize,the essence is the management of co-operative government and citizens in public life,which has been the practice direction of our government.The good governance of the public service emphasizes several basic elements,which contain legitimacy,accountability,impartiality,transparency,responsiveness,effectiveness,and participation.As one of the National Hundred Counties,Anxi County government is the basic administrative institution of providing basic public service to farmers in Anxi County.Therefore,it's significant to research on the basic public service supply of Anxi County government under the angle of good governance.Under the background of the present situation of basic Public Service supply in Anxi County,this paper analyzes whether the basic public service supply of Anxi County government meets the requirements of good governance from the perspective of good governance,taking the main body of supply,the supply of funds and the process of supply as the frame.At present,the gap between urban and rural areas of basic public services in Anxi County is large,there are many problems in the supply of basic education in rural areas,the supply of basic medical and health services in rural areas is insufficient,the situation of basic social security in rural areas is severe,and the gap between urban and rural infrastructure construction is large.Under the angle of good governance,we have found out the main reasons are those that the suppliers lack accountability and participation,the supply funds lack of impartiality,accountability,effectiveness and transparency,the supply process lack of participation,responsiveness,effectiveness and transparency.According to the above reasons,the writer puts forward several measures for Anxi County government to promote basic Public Service supply by the successful experience at home and abroad.That is to establish complementary and multi-supply mechanism with strong participation,to clearly divide the responsibility of each supply subjects,to establish a sound financial revenue mechanism for the county and townships,to perfect the public financial system,to enrich the investment and financing channels to ensure adequate financing of basic public services in rural areas,to construct the multivariate supply mode and farmers demand-driven decision-making system,to perfect the government performance evaluation mechanism and regulatory mechanism,which will ensure the sound progress of the supply of public service.
