Study On The Enhancement Of Social Security Risk Early Warning Ability Of Public Security Organs

With the continuous reforms in all fields of society,Chinese society has entered a new era.Not only is it a major change in society,but also a deep-seated change in social systems and structures.In the new period,new social problems have emerged too.They brings impact to the social order.At the same time,the forms and connotations of social security incidents are constantly evolving.Frequent occurrences of violent and tragic events,public sentimental crisis incidents,and mass incidents have seriously eroded people’s life and property safety.It is a severe test to the safety and security capabilities of the relevant security management departments.Under the guidance of national security concept,the management of security risks has been continuously valued.Risk early warning work has been continuously explored with new models and systems.Public security organs,as an important social security management functional department,have made early warning of social security risks a priority for policing in the future.In the work of the public security organs at this stage,they still respond passively to all types of security crises,instead of paying enough attention to security risks,lack a clear understanding of the risk-causing crisis,and lack of theoretical research and practice on risk warning work too,which is bound to cause the embarrassing situation in which the warning work cannot be advanced.Therefore,public security agencies urgently need to improve their early-warning capabilities,not only the need to implement the country’s overall security concept,but also reduce the social security risks and improve the ability to control social security.Through analyzing and appraising the social security risk early warning capabilities of public security organs,it is found that this ability is mainly composed by three aspects: organizational capabilities,actors’ abilities,and technical capabilities.If public security agencies want to make breakthroughs in early warning works,they must pay attention to the building of these three capabilities.The reality is that the relevant early warning organization system of the public security organs is not perfect,the quality of the early-warning staff still needs to be improved,and the guarantee of early-warning is difficult to put into place.This paper tries to promote the above-mentioned three capabilities from the aspects of strengthening leadership,innovating the system,strengthening education and improving security.Thus forming a powerful social security risk early warning force which serves to the relevant early warning work.
