Study On The Reform Of The County (City) Administrative Examination And Approval System

The deepening of reforms,put forward by the Party Central Committee,is an important strategic plan.As part of it,the reform of the administrative examination and approval system which has received worldwide attention in recent years has been vigorously promoted and achieved remarkable achievements.As the most grass-roots county government in the country,their reform is also in full swing.However,due to various factors,the reform process of the county-level is difficult and the actual results obtained are not very satisfactory.This article aims to provide guidance and help for the reform of other county-level governments by analyzing and studying the leading organ,the progress and the difficulties encountered in the reform of Gaoping.This article first introduces the background of the reform of the county(city)level.On the one hand,it is the need of the national policy;on the other hand,it is the actual demand of the county(city)level government itself.In addition,the purpose of the reform is also elaborated: that is,the reformed administrative examination and approval system must be matched with the development of the economic society,and the functions of all aspects of the government must be effectively transformed.The full text intersperses the case of Gaoping City,especially the four methods,“Thinning,Demonstration,Concentration and Exploration”,are adopted in the reform of Gaoping.“Thinning” means streamlining the matters relating to administrative examination and approval,mainly in the form of issuing documents.Gaoping government should receive the documents of the higher level government in batches on time.The "higher level government" here refers to the governments at all levels higher than the local government,including the State Council,Shanxi Province,and Jincheng government.The main contents of the "documents" are the administrative examination and approvals matters for cancellation,decentralization and adjustment;“Demonstration” is the implementation of a variety of inventory systems.The contents of the listinclude all types of administrative functions and powers,spot checks,intermediate services,prior application materials for reduction of evidence and convenience for people,annual inspection items,government-designated training,etc.;“Concentration” means implementing the reform about the“Two Concentration and Four arrival places”.Gaoping government establishes the government service centers to handle centrally the service matters and administrative licensing matters that are authorized by unit;“Exploration” means exploring the concentration of permission,and the most direct way is to set up an administrative examination and approval bureau.Following the reform idea and combining with the current situation of the political economy and society in Gaoping City,we have obtained the results achieved by the reform.There are some common problems in the reform of the county(city)level,which is mainly reflected in the four aspects about reform motivation,supporting systems,guidance methods,and reform measures.The main reasons combined with actual analysis are the drive of vested interests,the influence of the human society,the lag in the function change,the disorderly guidance and the influence of the rule of law.Finally,in response to the issues raised in the analysis,this paper puts forward specific proposals for reforms in terms of mechanisms,safeguards,legislation,assessments,and personnel.After research,a conclusion was drawn: in the county government,effective progress of the reform can generate tremendous value,having an immeasurable affection on unifying the reform consensus,remodeling the examination and approval process,optimizing the business environment,reshaping the political environment and many other aspects.It also has great significance for local economic and social development.
