The Party's nineteenth report noted that performance management should be fully implemented,and put forward higher requests for the government to improve the administrative level.The implementation of performance management in basic level taxation departments can translate organizational performance and personal post requirements into measurable indicators.It can guide and urge tax staff to focus on their main business,improve their working efficiency,and finally realize the virtuous circle of internal administration.With the development of tax collection and administration reform,tax collection and administration responsibilities,workflow and management methods also have changed,so it is necessary to establish employee performance indicator system matched with risk management orientation,to improve performance appraisal mechanism based on information technology,so as to promote tax staff performance management and to enhance the sense of recognition and acquisition of performance management.In this paper,the research methods of investigation,literature research and exploration are applied to study the subject.Taking Zhangjiagang Local Taxation Bureau as an example,this paper summarizes the problems of the management practice and analyzes the underlying reasons.On that basis,this paper proposes the reconstruction of employee performance management system by refining the performance indicator system,conducting qualitative and quantitative evaluation combined with commonness and personality appraisal,setting up responsibilities according to positions,improving the whole process closed-loop management from indicator design,process management,appraisal implementation to results application,and proposing a series of safeguard measures in practice,aiming to construct a set of performance management system suitable for local tax departments.
