It has been five years since the 18~thh National Congress of the Communist Party of China,in which reform and opening up and the socialist modernization have been comprehensively promoted and a large number of measures to benefit the people have been implemented.More and more people are moving between cities,especially the ethnic minorities who move from ethnic enclaves to non-ethnic enclaves.And city ethnic minority floating populations have to face problems such as employment,education,medical treatment,residence and pension when they move into a new city.Guangzhou,one of national central city,playing an important role of national comprehensive gateway city,international metropolis,the international trade center,the comprehensive transportation hub and so on,attracts more and more people to flow into.This paper is a study on the governance of non-institutionalized interest articulation of city ethnic minority floating populations based on a case study on Guangzhou city,which is not only related to national unity and social harmony and stability,but also is the necessary response to what have been mentioned in the 19th National Congress of the Communist Party of China,which are“We will fully implement the Party's policies concerning ethnic groups,heighten public awareness of ethnic unity and progress,and create a strong sense of community for the Chinese nation.We will encourage more exchanges and interactions among different ethnic groups,helping them remain closely united like the seeds of a pomegranate that stick together,and work jointly for common prosperity and development”.Guided by the Marxist ethnic theory and using comprehensively the knowledge of ethnology,sociology,psychology and other subjects,based on the literature,this paper clarifies the concept and characteristics of the non-institutionalized interest expression of city ethnic minority floating populations.Based on the empirical research,questionnaire survey and in-depth interview were used to investigate current situation,the causes,and influence of the non-institutionalized interest expression of 499 city ethnic minority floating populations in Guangzhou.It is found that city ethnic minority floating populations are mainly disadvantaged people,and economic interest is their main demand which they are mainly through geo-band organization,meanwhile,the object of interest articulation passively deal with the non-institutionalized interest articulation of city ethnic minority floating populations.Analyzing the present situation of the non-institutionalized interest articulation of city ethnic minority floating populations,we can find that the main reasons of non-institutionalized interest articulation of city ethnic minority floating populations are that city ethnic minority floating populations relatively lack spatial interest articulation consciousness,the effectiveness of institutionalized interest expression channels is lower and the question that government is not functioning properly still exists.The non-institutionalized interest articulation of city ethnic minority floating populations distorts individual concept of rights,contributes to the unhealthy social atmosphere and destroys the good national relationship.On this basis,combining with domestic and foreign city ethnic minorities floating populations of non-institutionalized interests expression theory resources and practice,the author puts forward measures to deal with non-institutionalized interest articulation of city ethnic minority floating populations from three aspects,which are to cultivate qualified subject of interest expression,widen the channel of the institutionalization of interest expression and build a service-oriented government.
