Research On The Accountability System Of Voluntary Service Organizations

The accountability of voluntary service organization is a complex system,which embodies the rich connotations of legal value,democratic value,ethical value and human-oriented value.On the macroscopic level,the social governance environment,the legal policy environment and the construction of Voluntary service organization's self-accountability ability directly affect the construction of the system of accountability of voluntary service organizations,at the micro level,the accountability system of voluntary service organization is formed by accountability body,accountability object,accountability content,accountability procedures and accountability consequences.Under the impetus policy of developing the voluntary Service,the voluntary service organization is both the organizer and the participant,in the social governance,the Voluntary service organization promotes the government function transformation,optimizes the allocation of the social resources,promotes the development of the Volunteer service,and maintains the legitimate rights and interests of the disadvantaged groups,protection of ecological environment and other aspects play an irreplaceable role.While fully affirming its merits,we must not neglect the existence of abuse of rights and the disclosure of information in voluntary service organizations,so it is necessary to carry on the accountability to the Voluntary service organization.Accountability of voluntary service organizations is an accountability mechanism that combines accountability with the same body,the same-body accountability,internal accountability,refers to the Voluntary service organization and its members should be responsible for all their actions and consequences,forming a system of accountability;the external accountability refers to the government,citizens,the media,Third-party assessment agencies can participate in the accountability through direct or indirect means,supervise and standardize the exercise of the public power of voluntary service organizations and the behavior of their members,voluntary service organizations respond to queries from the subject of accountability and assume corresponding accountability consequences.The accountability of voluntary service organizations should be accountable according to law,it involves the elements of accountability subject,object,content,procedure,result and so on,these elements constitute the system of accountability of voluntary service organizations,and the function of each factor is directly related to the effect of the accountability of voluntary service organizations,only by perfecting the relevant rules of various elements can we ensure the normal operation of the system.Based on the reality of the accountability of voluntary service organizations in China,this paper analyzes the present situation of the factors existing in the accountability of voluntary service organizations in China,and from the perspective of law,it is difficult to legislatefor the accountability system of voluntary service organizations in China,and In this paper,the author makes an in-depth analysis on the problems of the irregular accountability procedure and the weak ability of self accountability of voluntary service organizations,and puts forward some concrete ideas on perfecting the accountability system of voluntary service organizations in China on the basis of analyzing the problems,and the full realization of the accountability of voluntary service organization depends on the perfect legal norm,the consciousness of subjective accountability in normalization,the standard accountability procedure and the strong mission self-discipline.In order to realize real accountability,it is necessary to revise and perfect the existing problems,so that voluntary service organizations can develop continuously under the dual effect of self governance and external restraints,and exert their active role in the cause of volunteering.
