| Since the 18th National Congress of the Communist Party of China(CPC),the CPC Central Committee has attached great importance to the construction of anti-corrupt and clean government,and has made special emphasis on the goal of combating corruption and building up a clean government through the construction of a perfect anticorrupt institution.The construction of a anticorrupt institution is a great part of promotion of China governance system and modernization of governance capability,and it is a long-term and complicated system project,which needs the joint efforts of the whole society to implement step by step.As an important neighbor of China,Japan has long been influenced by Chinese culture and has a great cultural similarity with China.Post the World War Ⅱ,Japan began to rebuild from the ruins of war and began to reform democratization under the effect of the United States.The anticorrupt institution was also established in this process.With the rapid development of Japan’s economy,Japan’s anticorrupt institution is facing the strong demand for adjustment and reformation.Thanks to the continuous efforts of all parties,Japan’s anticorrupt institution has ’been gradually consummated,and the cleanness of Japan government has been widely recognized by other countries all around the world.The experience of the construction of the anti-corruption institution in Japan is worthy of in-depth study and discussion in the theoretical field of China,which can provide useful reference for the construction of China’s anticorrupt institution.This paper,from the perspective of institutional changes and historical evolution of post-war Japan’s anticorrupt institution,is to summarize features and reasons along with the changes of post-WW Ⅱ Japan’s anticorrupt institution.In chronological order,the history of post-WWⅡ Japan’s anticorrupt institution has been divided into three periods.The first duration,when Japan’s post-war anticorrupt institution was basically formed,is from 1945 when Japan was defeated to 1955.The second is the adjustment period from 1956 to 1992,which was characterized by gradual reform of the previous formed institution,and the institution was gradually consummated.The third is the improvement period from 1993 to the present,when faced with the rigid of political system and the frequently reported corruption cases,Japan has dramatically reformed the anticorrupt institution.In the process of Japan’s post-WW Ⅱ reform of the anticorrupt institution,Japan continuously reformed the norms of the anticorrupt government to construct a perfect system,set up strong and powerful governmental departments to strengthen the supervision of the government and officials,and established the non-government power-supervising mechanism to enhance the supervision.In the last part of this paper,it summarizes the reasons along with the changes of the anticorrupt institution,and the mandatory intervention from the United States is a major driving force to set up the anticorrupt institution in post-WWⅡ Japan.With the mandatory intervention from US,the framework of the anticorrupt institution had been established in Japan.And the awakening of democratic consciousness urges people to take an active part in the construction of the anticorrupt institution.What’s more,owing to the stimulation of the development of Japan economy,the anticorrupt institution had been adjusted.Last but not the least,because the occurrence of major corruption cases exposes the loopholes of the institution,it’s the high time that it should reform and adjust the anticorrupt institution.From the prospective of institutional changes,based on the existed academic researches,adopted research methods that are different from previous academic researches,this paper studies and analyzes the institutional changes of the anticorrupt institution of post-WW II Japan.Researched on the institutional changes of the anticorrupt institution of post-WW II Japan,this paper enriches the theory of the construction of China’s anticorrupt institution,and provides useful references for construction of Chinese anticorrupt institution. |
