Land is the material for farmers to produce as well as the basic foundation of social development.In the new era,rural reform has entered a new field,our Nation has payed greater attention to farmers.In today's society,we must attach importance to the land issue of farmers,and study the issue of rural land circulation,which will help promote the development of rural modernization.China is a big agricultural country,safeguarding the legitimate rights and interests of farmers and guaranteeing the healthy and orderly development of land circulation is an important part of current agricultural development work.Land circulation is a spontaneous act.Affected by the market,with the continuous improvement of farmers' economic awareness,the rural land circulation market is also becoming broader.At the same time,however,due to the fact that Chinese current laws do not effectively supervise the transfer of land,and the penalties for land transfer defaults are relatively limited,resulting in a lack of stability in land circulation,which results in losses to the peasants' economy and further affects our country's sustainable development of agriculture and food security.Under this background,the study of land circulation and the discussion of relevant laws and policies are in line with the principles of the development of agriculture in the new era and conform to the requirements of governing the country according to the law in the performance of contract enforcement.The dividends that truly allow the people to receive agricultural development are effectively enhanced,the living standards of farmers also have far-reaching significance.This thesis takes the land circulation as the center,mainly analyzes the current status of land contract implementation in China,and combines with the latest field research results to analyze the reasons for the land transfer contraction,and put forward relevant recommendations.This thesis is divided into six parts.The first part is the introduction,which introduces the current situation of land transfer,elaborates the domestic and overseas research status,and emphasizes the importance of land transfer agreement.The second part mainly introduces the meaning and main forms of rural land circulation,and shows the practical significance of land circulation,which provides a theoretical basis for the thesis.The third part mainly introduces two aspects: First,it clarifies the serious problems in honoring agreement of land circulation in China.Second,it analyze the relevant factors that affect the performance of land transfer contracts to lay a theoretical foundation for further analysis of the causes of breaking land transfer contraction.The fifth and sixth parts are the most important parts of this thesis.They mainly analyse in depth the causes of land transfer in our country,further reform and improve Chinese rural land circulation system to guarantee the implementation of land transfer policies and countermeasure.
