The Governing Effects Of Party's Organizations In "Villager To Dweller" Communities

As the core of constructing Chinese-characterized socialism,Chinese Communist Party is significant in politically leading Chinese social development.The Party plays a vital role in the process of the modernizing national governing system and national governing capacity.In primary-level societies,many rural communities are experiencing the transition to be urban.During this period,a special form of communities-"villager to dweller" communities has emerged as its urban attributes have not been totally developed.Party organizations,as the core leader in governing"villager to dweller" communities.shoulder important responsibilities to comprehensively co-ordinate and cohere.The 19th National Congress emphasized the Party's leadership to all social works,which provided theoretical basis and practical requirement for primary-level organizations of the Party in ruling communities.Specifically,in "villager to dweller" communities,Party's organizations not only provide public service,but most importantly,make efforts to narrow the gap between the rural and the urban,and lead such communities to be rural communities.Facing the challenges of multiple subjects of governance,complex appeals of interest,and awaking conscious of citizens.Party's organizations in "villager to dweller" communities should adjust their ruling approaches with considerations of the factors such as political system in communities,residents' attitudes towards the Party,occupancy volume of the power,and ruling capacity of the Party.Party's organizations can effectively govern the"villager to dweller" communities through utilizing their own resources of governance,improving their approaches of governance,and lifting their capacities of governance.With the consideration of improving governance,this thesis mainly applies the methods of literature research and participant observation to study the governance of Party's primary organizations in "villager to dweller" communities.Specifically,in analyzing the particular conception of "villager to dweller" community and the functions of Party's organizations in such communities,this thesis demonstrates the necessity of the governance of community Party organization.On this basis,this study observed the Party organization in Community L to illustrate the current status of Party's primary organizations in governing "villager to dweller" communities and to explore the contents,approaches,and problems of the governance.Further,the thesis analyzes the influencing factors to infer the possibility of improving the capacity of Party's primary organizations' governance in communities and the potential of its development.Finally,the thesis attempts to provide some solutions to improve the situation of governance.
