Research On The Optimization Of The Management System Of Foreign Investment Adverse List Of Nansha Free Trade Zone

On April 21,2015,the establishment of the Nansha Free Trade Zone marked the beginning of a new opportunity for Nansha.In 2017,the ‘Two sessions' enacted the national economic development strategy of ‘Guangdong,Hong Kong,and Macao Bay Area',as an important member,Nansha not only has a special position and responsibility,but also enjoy many policy dividend and larger development space.The Nansha Free Trade Zone has implemented a negative list management system in the aspect of investment system reform,in order to promote the openness of the manufacturing and service industries,realize the overtaking of the Nansha economic curve and give full play to the decisive role of the market in resource allocation.However,at present,the management system of Nansha's negative list is still at a stage of development.There are still many obstacles in terms of institutional content,execution subjects,operational procedures,and legal protection.This not only restricts the integration of Nansha Free Trade Zone with international economic trade and investment rules,but also restricts Nansha's transformation of the economic development mode and affects its sustainable development.This provides research space for studying the optimization of the management system of foreign investment negative list in Nansha Free Trade Zone.Based on the institutional changes in the new institutional economics theoretical basis,the article comprehensively uses literature study methods,case study methods,interviews and other research methods to analyze the evolution and problems of the management system of foreign investment adverse lists in Nansha Free Trade Area.which explore the path of optimizing the management system of negative entry lists of foreign investment in Nansha Free Trade Zone,with the whole idea of status analysis,raising problem,analyzing problem and solving problem.This article is divided into four chapters: The first chapter mainly describes the background and significance of studying the management system of foreign investment access negative list in Nansha Free Trade Zone.It defines the basicconcepts and summarizes the research status at home and abroad,and explains the theoretical basis,research ideas and research methods of this paper.The second chapter introduces the three stages of the evolution of the management system of foreign investment access negative list in Nansha Free Trade Zone,and expounds the main characteristics of the evolution of the management of foreign investment access negative list system in Nansha Free Trade Zone.The third chapter analyzes the existing problems of the management system of foreign investment access negative list in Nansha Free Trade Area,using the theory of institutional change theory.The fourth chapter puts forward the optimization countermeasures for promoting the management of the negative list of foreign investment in Nansha Free Trade Zone from the aspects of strengthening the top-level design of negative list,optimizing the implementation of the system,scientifically re-engineering the process,and improving the relevant laws and policies.
