| In the study of the validity of the nuclear non-proliferation mechanism,the current study lacks a comprehensive consideration of the causes of the international law and international relations and the underlying mechanism.The author analyzes the international legal framework of the nuclear non-proliferation regime:the Nuclear Non-Proliferation Treaty,the Comprehensive Nuclear Test Ban Treaty,the safeguard mechanism,and the United Nations.It then elicited the international community’s compliance with the nuclear non-proliferation regime.The nuclear non-proliferation regime has a certain effect in controlling horizontal proliferation and has also played a role in advancing the idea that the illegal concept of nuclear weapons is a consensus.However,it is not satisfactory in terms of nuclear disarmament.The problem of the nuclear non-proliferation mechanism lies in the following:First,at the level of the rules and principles,loopholes in the mechanism itself cannot effectively regulate nuclear proliferation.Second,the imbalance between rights and obligations and the issue of double standards not only reflect the binding relationship between the mechanism and the power of big powers,but also demonstrate the fact that each behavior is always considered from the interests of self-interest.Hence,the author analyzes the role of the nuclear non-proliferation mechanism and motivation variables—political power,self-interested interests,and normative principles-through an interactive model of international mechanisms.The considerations at the level of the international law include the analysis of the principles of the guidelines.What’s more,the inter-relationships among political power,self-interested interests,principles and mechanisms have been studied in detail through the role of nuclear powers in the establishment,maintenance,and development of mechanisms;the specific considerations of individual member states regarding the interest of self-interest and the legal analysis of the nuclear non-proliferation mechanism.At the same time,the introduction of motivation variables in the international environment has provided a basic analysis of the forces of change in the nuclear non-proliferation regime.Under the post-western world order,there will no longer be a situation in which superpowers lead the world order,and the nuclear non-proliferation mechanism will usher in an opportunity for change. |
