This thesis has been written to show and analyse Indonesia's response in order to balance Southeast Asian Countries' military power during periods of 1998-2010.This action is accelerated in the form of Indonesia's defense posture development policy.The author claims that in responding to the military development of Southeast Asian countries in the period of 1998-2010,Indonesia is more likely to strengthen its military posture which consists of land,sea and air through defense policy development and this intention aims to bring Indonesia to an achievement as a deterrent power instead of offensive force.Moreover,this case of study is conducted through an analysis of various books,documents,journals and other resources as well as interviews with five experts in the defense field.The policy was created due to the appearance of perceptions that the countries in Southeast Asian regions potentially viewed as a threat to Indonesia's security and sovereignty.On the other hand,Indonesia is restricted by its ability to speed up the military posture development to the highest level.The challenges that faced by the country because of limitation of funding resources,the government supports politically and the weakness in predicting and analysing strategic issues in the region led to the ineffectiveness of the created policy and also prevented it to reach strategic stability level.Furthermore,Indonesia has difficulties in order to institutionalise the research and development centre and also experienced with the arms embargo.Finally,this thesis has been written to provide recommendations toward Indonesia's military posture development in upcoming days,particularly in regard to security dilemma of Southeast Asia region's focus.
