The Second World War is one of the most important historical events in the history of the modern world.In this global war,anti-fascist countries abandoned the differences of national systems and ideologies,worked closely together and defeated Fascism.China was the first country in the world to rise up against the fascist aggression of Japan.Starting from the September 18 Incident in 1931,the Chinese troop and civilians carried out 14-year war of resistance against Japan.Although the United States did not directly suffer the devastation of fascist forces,the Pearl Harbor incident and the subsequent outbreak of the Pacific War threatened the U.S.national interests in the Pacific region and forced the U.S.government to abandon the long-standing "neutral"policy and participate in the anti-fascist war.On March 11,1941,the U.S.government passed the Lease Bill and started to provide material assistance to the countries that fight against the fascist aggression,including the then Chinese national government.It is undeniable that aid from the United States raised the combat effectiveness of the Chinese national government forces.However,the Chinese Communist Party received no effective assistance.Even so,the CPC maintained its existence by means of production movement.Backstage battlefield led by the Chinese Communist Party became the main battlefield of the anti-Japanese war gradually.In April 1944,the Japanese troops launched the battle of Henan Hunan and Guangxi.The frontal battlefield of the Kuomintang suffered great loss.Up to December of 1944,the Kuomintang lost nearly 600000 people,more than 160 cities,which threatened the security of China rear areas,such as Guiyang and Chongqing.Some senior generals in the U.S.military doubted Kuomintang troops fighting capacity.Under the generals of General Stilwell and Davis’ proposal,President Roosevelt decided to send observation mission to the CPC base.On July 22,1944,the U.S.delegation Dixie mission arrived in Yan’an and opened the official exchange of visits between the U.S.government and the Chinese Communist Party.Apart from obtaining military intelligence and examining the military and political power of the Chinese Communist Party,another important goal of the U.S.government is to enhance the combat capability of the CCP troops.Obviously,the purpose of the U.S.government has not been fulfilled.The U.S.government failed to give any effective assistance to the CCP.Two important reasons could account for this unfortunate result.First,from the point of China domestic situations,the Kuomintang government took exclusive possession of American aid.Second,in order to maintain its global hegemony in Asia,the U.S.government refuse to collaborate with the CCP anymore.
