On the morning of March 5,2014,the second session of the Twelfth National People's Congress opened in the Great Hall of the people in Beijing.Li Keqiang was heard by the premier of the State Council as the government's work report.The first report on the work of the government in Li Keqiang's term as prime minister made clear,let dishonesty can't do anything,let trustworthy person all the way through.At the same time,the State Council issued the outline of the social credit system construction plan,and put forward three stages,which aim at four fields.For example,government integrity,business integrity,social integrity and judicial public trust can almost cover all aspects.In April 21,2015,President Xi Jinping said in a speech in the parliament of Pakistan: Pakistan believes that ”honesty is more useful than wealth,Chinese think” but people do not know it too.The traditional cultural ideas of the two countries agree with each other.” [1] can be seen that good faith is placed in any nation of any nation as a standard of traditional virtues.Integrity is an important part of our socialist core values.The soul of integrity should not only be an important goal of social credit system construction,but also a bottom line and basic norm for everyone to understand and obey.Only if we integrate the credit gene into the blood,we will be able to complete the construction of the social credit system,and further establish the honest society,honest business,integrity,justice and good faith government.The eighteen Party of the party has responded positively to the problem of integrity and made certain judgments and decisions.In the last forty years of reform and opening up,China's development is still in an important period of strategic opportunity.Along with the deepening of the deepening of the reform and the stage characteristics of the current economic development of China,the new normal economy isaccompanied by the deepening of the deepening of the reform.Especially under the circumstances of the deepening of the socialist market economy with Chinese characteristics,the credit constraint system under the old planned economy has not been able to adapt to the situation of high marketization atmosphere and the new normal economy.Honesty and credit problems are also becoming increasingly prominent with all kinds of social contradictions.Although on the whole,the problem of moral anomie,lack of credibility is the existence of individual and local areas.But in recent years,all kinds of moral anomie and lack of honesty in the society have caused great losses to the whole society,especially on the construction of socialist spiritual civilization and the construction of socialist values.The author is deeply concerned about this,and deeply rethinks: ”what is the problem of morality and ethics at the beginning of all this? Is it our integrity and morality? ” So the author chose the subject of ” innovation research on the construction of social integrity and morality”.I hope this will arouse more people's attention to this issue,and also appeal to the parties concerned,up and down to enhance honesty and credit consciousness,and intensify our efforts in building up a good faith environment for the healthy operation and development of Chinese society through the rule of law.Because our society has never wavered in the pursuit and belief of honesty and trustworthiness.We always believe,”there is one person who loses faith,it is not enough;one person is faithful,that is,the letter is always in.”At present,many achievements have been made on the basis of universal attention to the research on the construction of social integrity and morality.The importance of integrity to economic and social life has been universally recognized,and the role and concept of integrity has been comparatively scientifically analyzed.However,there are still some shortcomings in the study of integrity.For example,there are more discussions about integrity from the aspects of law,economics and ethics,and less sociological analysis or comprehensive analysis.Many studies and discussions have broken faith as a moral issue,often exaggerating the role of personal morality,and the analysis of the mechanism of social environment,especially on the improvement of social system and laws andregulations,needs further improvement.This article holds that although different countries and different times have different understanding of ”good faith”,one of them is the same,that is honesty.Honesty is the motive force to promote the normal operation of the society and promote the development of the society.On the contrary,the violation of good faith will disrupt the social order and make social development stagnant or even the reverse of history.To solve social contradictions and reform and innovate the social management system,we need to make up for it through innovation and integrity,rebuild the integrity atmosphere and lead the social fashion.This paper argues that,although China's current occurrence of ”credibility crisis”and its consequences is a heavy price,for many reasons,such as: the system mechanismisnot perfect,imperfect laws and regulations,the transformation of government functions is not enough,the public concept is not strong,the market economy itself negative factors and so on.But in view of the current situation and causes of ”honesty and credit” in our country,the author puts forward some ways and ways of building social integrity and ethics from macro and micro perspectives.Only fully start to legal system construction as the fundamental guarantee to create atmosphere,publicity and education as a means to raise awareness of the collective and the individual as the goal,through all the people to make unremitting efforts,effectively improve the moral construction of social integrity,so as toensure the healthy development and operation China socialism.
