Research On The Pilot Construction Of Training Small Towns At The Town Level From The Perspective Of Marxist Urban-rural Integration Theory

For a long time,due to the existence of a dual urban-rural household registration management system,social security system,land management system,employment management system,and administrative management system,the dual pattern of urban-rural division has been created.Reducing the gap between urban and rural regional development and income levels and coordinating urban and rural economic development is an urgent task for China to promote new-type urbanization and realize urban-rural integration.The party's 18th National Congress clearly stated that it is necessary to plan the urban and rural development as a whole and establish a new type of urban-rural relationship that promotes agriculture by industry,township by township,reciprocity by workers and peasants,and integration of urban and rural areas.The report of the Nineteenth National Congress also pointed out that it is necessary to implement the strategy of rural rejuvenation and regional coordinated development and establish a more effective new mechanism for coordinated regional development.Urban-rural integration is the ultimate destination of the development of urban-rural relations.Town-level small cities serve as important carriers for urban and rural planning,as well as bridges and bonds connecting urban and rural areas,and important junctions between urban and rural areas.They are important platforms for realizing rural industrialization and rural urbanization.The important basis for the implementation of the new urbanization strategy and the important path for achieving urban-rural integration are also inevitable choices for the new era of socialism with Chinese characteristics.Therefore,it is of great theoretical value and practical significance to carry out research on the pilot construction of training small towns at the township level from the perspective of Marxist urban-rural integration theory.Based on the Marxist theory of urban-rural integration,this article elaborates the main theoretical support for the pilot construction of small towns at the township level,analyzes and summarizes the history of urbanization in China,clarifies the origins of small towns and cities,and demonstrates the construction of small town-level pilot cities.With regard to the relationship between urban and rural integrated development,the integration of urban and rural development requires the construction of pilot cities for small cities at township levels,the development of pilot cities in small towns to promote the integration of urban and rural development,and theoretical analysis based on the pilot construction of small towns at the township level.With practice and exploration,the development trend of pilot construction of small cities in townships in China is proposed.The status quo is analyzed with the pilot construction of small towns in Fujian Province as a case study.Problems and problems in the pilot construction of township-level small cities in Fujian Province are studied and discussed.The analysis of the causes,combined with the important enlightenment of the Marxist urban-rural integration theory on the trials of town-level small cities,puts forward how to adhere to the integration of urban and rural development to promote the selection of pilot projects for small town-level cities.Chapter One,Introduction.The background and significance of the study are elaborated,and the related studies on the integration of urban and rural development abroad and the development of small towns are systematically reviewed.The relevant studies on urban and rural integration,Marxist urban-rural integration theory,and pilot construction of small town-level cities are also systematically reviewed.This paper expounds the content and method of this paper,and puts forward the innovation of this paper.The second chapter,Marxism urban and rural integration theory and its contemporary value.This article elaborates Marxist theory of urban and rural integration and its contemporary value from three aspects.First,it elaborates the important expositions of classical Marxist writers on the integration of urban and rural areas,and secondly elaborates the Marxist theory of urban and rural integration of China.The contemporary value of the Marxist urban-rural integration theory provides theoretical support and methodological guidance for the pilot construction of town-level small cities.The third chapter is about the theory and practice of pilot construction in town-level small cities.First of all,it defines the concept of urban-rural integration,small towns and town-level small cities,and summarizes the development process of urbanization in China and the evolution of the relationship between urban and rural areas.China's traditional urbanization is transformed into a new type of urbanization,and then to a small town-level city.Pilots clarified the origins of the trials for town-level small cities,and conducted analysis and demonstration on the relationship between township-level small cities training pilots and urban-rural integration.The urban-rural integration development requires the pilot construction of small town-level cities,and the township level Small cities foster pilot construction and promote the integration of urban and rural development.Secondly,by understanding the general situation of pilot construction of small towns in towns in China,and exploring the pilot construction of small towns in Zhejiang,Shandong,and Guangdong,according to the theoretical analysis and practical exploration of the trial construction of small towns in towns,the townships in China are proposed.Small cities foster the development trend of pilot construction and believe that piloting small towns at the town level will become an important breakthrough in innovation of institutional mechanisms,a space carrier for the realization of citizenization of agricultural transfer population,and a master platform for the overall development of urban-rural relations.The fourth chapter analyzes the status quo of pilot projects for the training of town-level small cities-taking Fujian as an example.Based on the case study of township-level small towns in Fujian province,a case study was carried out to address the imperfect industrial structure,lack of industrial support,and the need to strengthen the use of rural areas,infrastructure,and public services.Imperfect,unsound institutional mechanisms,and deterioration of the ecological environment,from the perspective of Marxism urban-rural integration theory,analyze the causes of the problems in the pilot projects for the development of town-level small cities in Fujian Province,and explore the nature of Fujian Province through the phenomenon.The main reasons for the pilot construction of town-level small cities are due to the influence of cultural differences between urban and rural areas,institutional barriers to the existence of dual structures,and insufficient interaction between urban and rural industries.The fifth chapter,the Marxist urban-rural integration theory perspective,selects the path for the pilot construction of small town-level cities.Combining the important enlightenment of the Marxist theory of urban-rural integration to the training of small towns at the township level,the paper proposes how to promote the selection of the pilot construction of small town-level cities in China under the persistence of urban and rural integrated development.It is believed that from the five aspects of planning and layout,industrial development,infrastructure and public services,management system,and environmental protection,we must adhere to the integration of urban and rural areas to promote the pilot construction of small town-level cities,and put forward that we should adhere to the promotion of pilot construction of small cities in China's townships.The basic idea,with a view to helping promote the healthy and orderly development of small town-level cities in China,will be helpful to the further enrichment and development of Marxist theory of urban-rural integration.
