Non-Party cadres are a special group of cadres under China’s political system.As the majority of non-Party representatives,non-Party cadres play an irreplaceable role in strengthening the solidarity of the leading group,improving its structure,enhancing the vitality of the team,and promoting economic and social development.Cultivating non-Party cadres is not only an important part of the Party’s cadre work,an important tasks of the united front cause,but also a concrete embodiment of the system of multi-party cooperation and political consultations,and is conducive to the realization of a harmonious socialist society.This paper mainly focuses on the cultivation of non-Party cadres in S District.In the first place,The paper introduces the present situation of non-Party cadres cultivation in S District.The current situation presents three characteristics,actual post arrangement promote faster,cultural level,age structure,and job scope have improved significantly and role play better.Then analyze the four problems in the current work,In terms of thought,the main problems are some leading cadres pay insufficient attention and talent concept is lagging behind in grassroots government.In terms of institutions,the main problems are recruitment limited,difficult to implement policies,inadequate linkage between the two departments of the Organization Department and the United Front Work Department.In terms of training methods,the main problems are the quality of training is not good enough,training lacks effective incentives and lack of practical exercise opportunities.In terms of the capabilities of non-Party cadres,the main problems are political theory literacy is not good enough,knowledge structure needs improvement and lack of experience.Finally,the author puts forward countermeasures to improve the cultivation of non-Party cadres from four aspects,including improving the ideological consensus,perfecting the training mechanism,increasing the training intensity,and strengthening the ability and quality of non-Party cadres themselves.
