A Study On The Construction Of Inner-Party Regulations Against Corruption And Integrity Since The 18th National Congress

The 18th National Party Congress emphasized the need to improve the anti-corruption legal system,prevent and control the risks of an honest government,and prevent corruption more scientifically and effectively.Since the 18th National Congress of the Communist Party of China,a series of inner-party regulations on anti-corruption have been successively introduced.The Nineteenth Party Congress further proposed that "accelerating the system about the formation of the Party’s leadership and the construction of the party’s laws and regulations in all aspects",and further cleared the importance of anti-corruption party regulations.Since the foundation of the Communist Party of China,it has attached great importance to anti-corruption work.In particular,in recent years,under the requirements of the overall governing party,the rule of law and the improvement of the Party’s ruling capacity in a new era,we have strengthened the construction of anti-corruption and the building of party laws and regulations.It will help standardize the rights and obligations of party members and strengthen party discipline;it will help strengthen the party’s construction in the new era;it will help promote the anti-corruption of the system;and it will help promote and complete the rule of party and the rule of law.This article begins with the content of the anti-corruption party’s internal regulations:namely,improving the power operation and supervision system,enriching the party’s internal regulations on corruption prevention,enriching the investigation corruption cases within the party’s regulations,optimizing the disciplinary system and the party member appeal system,and improving the system of handling prosecution and accusation,and improving the disciplinary inspection and supervision system,which were studied in the six aspects.In the process of formulating the laws and regulations,the study found the following features:the combination of the integration of anti-corruption and party-to-party regulations with the national law,the combination of goal orientation and problem orientation,and the combination of regulation and supervision.Of course,since the 18th National Party Congress,the construction of anti-corruption party rules and regulations has achieved obvious effects.First,the anti-corruption laws and regulations are more scientific and systematic.Second,the concept of the rule of law and anti-corruption is deeply rooted in people’s minds.Third,the actual anti-corruption work better reflects the role of the rule of law,and the anti-corruption work is more dependent on the rule of law.Through practice and experience,elevating the effective experience to theory is a very important task.In the study,the author summarizes the experience in the construction of anti-corruption party rules and regulations since the 18th National Congress.Attach the Overall Grasping of the Construction of Inner-Party Law;strengthen procedural,basic backbone regulations;harmonize different regulations in the party;clear relationships and boundaries between disciplines;accumulate experience to enrich party regulations;making full use of the principle of strict governance of the Party.Although some results have been achieved,there are still challenges.For example,Anti-corruption and Integrity within the Party’s internal legal system still need to be improved;some specific regulations on anti-corruption still have ambiguous provisions;some of the content of the anti-corruption laws needs to be improved;the anti-corruption laws and the national laws are incoordinate.Based on the problems,this article gives some suggestions.First,improve the rules and regulations in the party on punishing and preventing corruption.Second,improve the quality of anti-corruption laws in the party.Third,establish and improve the party’s internal anti-corruption laws and regulations.Finally,coordinate the relationship between the Party’s internal regulations about corruption and the national laws.
