Research On Social Security System Of Old Age In China Under The Trend Of Population Aging

China has officially entered the aging society since 1999.Although it is 134 years later than France,the world's first aging country,it is developing rapidly.The aging problems in developed countries will explode in the short term in China.In addition,the number of the elderly population ranks the most in the world,and the aging of population is not balanced with the economic development.The aging society is coming in the shortage of old age security,so it is a pretty difficult task.In recent years,our government has made a lot of efforts on the old-age security system,and the social old-age service has made a breakthrough.Moreover,due to the insufficient ability of family support for the aged in China,the demand for the aged and specialized services for the aged is increasing.It is urgent for our country to improve the social security system for the elderly to cope with the problems brought by the aging of the population.The improvement of the social security system for the elderly is a matter of great importance to the rights and interests of the elderly,and is conducive to the stability and development of the society.This paper focuses on the impact and direction of the aging of the population on the social security system for the elderly in China.I hope this study can provide new ideas for the improvement of the social security system for the elderly.According to the social security of diversification and privatization theory,market and government and social welfare theory as the theoretical basis,analyzes the reason of market intervention of social security for the aged in theory,concluding that the social security should be shared by the market,not only the government.Balance between government and market should be sought to maximize the effectiveness of the two.Through the interpretation of reading literature and policy selection,key factors,the2007-2016 years of the country's 31 provinces(municipalities)of the relevant data,a panel regression model to investigate the effects of population aging on China's basic old-age insurance fund balance,the basic medical insurance fund balance,the elderly social welfare expenditure,while the aging population with China's social assistance for the elderly are analyzed.The study found that population aging significantly difference,the basic medical insurance fund balance,the elderly social welfare expenditure and social assistance for the elderly on the impact of China's basic old-age insurance fund balance,at the same time that the pension replacement rate of basic endowment insurance payments significantly impact from the pension replacement rate inimproving the endowment insurance system in china.Learn from Germany's tax deferred old-age insurance program,Japan's elderly care insurance system and the reform experience of the elderly social welfare policy in the United States,direction for China to improve the social security system for the elderly is provided.After analysis and research,the existing problems and the improvement direction of the social security system for the elderly in China are obtained.From the four aspects of endowment insurance,health insurance for the elderly,social welfare for the elderly,and social assistance for the aged,suggestions for the elderly social security system in China are put forward.The purpose is to improve our social security system for the elderly,so that the elderly can enjoy better old age.
