With the gradual advancement of the reform and opening up,the social affairs facing the government are more and more complex,the flexible transformation of functions,and the improvement of the administrative efficiency can meet the needs of the social development.The discretionary power of administrative law enforcement has increasingly become an important means and method for the government to perform its functions and solve problems.However,the discretion of administrative law enforcement has two sides,not only on the one hand to improve administrative efficiency,but on the other hand,if it lacks sufficient norms and constraints,it is easily abused to damage the public interests.With the rapid development of foreign economic and trade,customs,as a management organ of entry and exit goods and articles,has more important significance in fulfilling its duty of checking service.We should pay more attention to the administrative power of customs,especially the power of administrative discretion,study the theory of relevant fields in order to promote the rational optimization of the efficiency of Customs Administration and promote the process of reform in this field.To enable customs to perform convenient services and efficient administration in real work,and to deal with corruption caused by power rent seeking in the new situation.Looking at the research in the related fields at home and abroad,there are few research achievements on the discretion of the customs,even though there are some results,most of them still have not put forward a professional management problem solution.The purpose of this paper is to expand the coverage of relevant research theories from this field and provide a new empirical reference.
