With the deepening of anti-corruption work,the state has raised the establishment of the supervision committee and the establishment of supervision law to an important position,and there is a reference to the Chinese ancient supervision system behind it.Independent supervisory organs have always been in the pillar position of the state and played an important role in Chinese history.After thousands of years of development,the supervisory system in ancient China is very complete,no matter the number of systems or the scientificity of design has reached a high level.This article,taking the independence of the Ming and Qing supervisory system as the breakthrough point,compares the two generations of supervision independence in Ming and Qing Dynasties,analyzes its similarities and differences,and understands its causes,and makes evaluation on it,in order to find the inspiration for the present.In the Ming and Qing Dynasties,the independence of supervision was relatively independent in two aspects: one is relative to the independence of the gentry and two is the independence of the imperial power.Ming and Qing Dynasty,the main reason is the better supervision authority of independent monitoring to monitor the power by imperial officials.In the later period of the Ming and Qing Dynasties,there was a violent change in the society.The rule of the imperial power was no longer strong and the power of the imperial power was no longer firm.The local power was raised.The inspector,as a member of a hundred officials,was entangled in its interests.Erect.In the Ming Dynasty,imperial power and Wen Chen were the mainstream of power struggle.The relative independence of supervision was also relative to imperial power and civil service groups in different periods.In the Qing Dynasty,due to the characteristics of the majority of the Manchu minority,the Manchu and the noble nature and the imperial power were integrated,and the relative independence of the supervision right was relatively independent of the Han people in essence.The supervision system of ancient China is dependent on its own.The attachment here refers to the dependence of the power sources of the supervisory officials.The dependence of the supervisory systemdetermines its relative independence,which can be relative to the independence of the imperial power and the independence of the civil service group.In the feudal period,the centralization of the imperial power was the necessity of history,the premise of the social stability,the supervisory organization should carry out independent supervision,which was supported by the imperial power,and lost the support of the imperial power,and the supervisory organization lost its ability to monitor the civil service group independently.Although the supervisory power in the early Ming and Qing dynasties had strong independence,it was under the control of the monarchy.The monarch,as an individual,had a great subjectivity when he exercised his power.Therefore,the supervision independence of the Ming and Qing Dynasty was essentially the independent supervision under the rule of man.But as an important system heritage in Chinese history,the independent supervision right in Ming and Qing Dynasties is undoubtedly of great reference significance.
