This indicates that China has placed ecological civilization construction in a prominent position.As the main body of the market,an enterprise should assume environmental responsibility.Disclosing the environmental information of the enterprise to the society is an embodiment of the company's active commitment to environmental responsibility.At present,the legal system for environmental disclosure of non-listed companies in China is relatively backward.There are a large number of non-listed companies,among which there are many polluting enterprises.If they cannot grasp the environmental information of these companies in time,they are extremely unfavorable for the construction of ecological civilization.Therefore,the environmental information of non-listed companies Disclosure of the legal system needs to be improved.This paper uses case study method and literature research method to study the legal system of environmental disclosure of non-listed companies.The case study method mainly elaborates the status and existing problems of the development and implementation of the system through case studies.Compared with the direct study of relevant laws and regulations,the case studies summarize more profound problems,and it is more important that the study can be extended to At the judicial level,the legality of the study is more prominent.The literature research method mainly solves the basic theories and frontier issues at home and abroad,and can timely grasp the research status and development trends at home and abroad.It can be used as a reference for the improvement of related systems in China.At the same time,it can be combined with national conditions,provide targeted suggestions,and reflect institutional characteristics.Through the above research methods,we can summarize the reasons for environmental information disclosure of non-listed companies in China,that is,the problems existing in the development of environmental information disclosure systems for non-listed companies in China.The main aspects of legislation are: fragmentation of legislation,disclosure of a relatively small and unclear scope of the main body,disclosure methods are not uniform,environmental information content is not uniform,the object of disclosure is not comprehensive,the punishment is light,encouragement and other issues.The main aspects of law enforcement include inadequate supervision,lack of guarantee of authenticity of environmental information,lack of departmental coordination,poor information sharing,and lack of social supervision.The judicial aspects mainly include: disputes over whether environmental information disclosure lawsuits can be brought into the category of civil lawsuits,and difficulties in dealing with public interest lawsuits and private interest lawsuits in judicial practice.Finally,make suggestions for the existing problems.Legislative proposals include: systematization of legislation and standardization;expansion of the scope of mandatory disclosure of the main body;standardization and unification of disclosure methods;specific content of environmental information;intensification of punishment and implementation of incentive policies.Law enforcement suggestions include: strengthening supervision,accelerating the construction of corporate environmental information platform;ensuring the authenticity of information with third-party verification;coordination and cooperation of departments,information sharing;encouraging social supervision.The judicial recommendations include: developing an environmental civil litigation system;clarifying the relationship between corporate environmental information disclosure civil private interest litigation and public interest litigation;and involving the merger of civil private interest litigation and civil public interest litigation in cases involving corporate environmental information disclosure,and conducting relevant theories and systems.Construction exploration.
