Research On Theory Of Thomas' Public Decision Participation

The theory of John Clayton Thomas' s Public Decision Participation has had an important impact on civic participation.It gives a strong feasibility answer based on the orderly and efficient manner of public participation that is different from the others in past.The article takes Thomas' theory as the research object.On the basis of systematic review of domestic and foreign related researches,based on the historical background,this paper makes a comprehensive analysis of the whole theory.It also gives an evaluation on the suitability and limitation of the theory.The article is divided into the following four parts: the first part,the introduction gives a brief introduction to the research background and significance.Analyzed the present situation of domestic and foreign and the research methods and article innovation points are explained.The second part,the origin of the theory,it mainly analyzed the theory from new public involvement,political and administrative dichotomy,new public administration.The third part is the main body of the article.Analysis the effective decision model of public participation emphatically.The content of public decision participation theory including four parts: value orientation,suitability degree,efficient participation management,technical approach.The last part is the summary and evaluation of public decision participation theory.This paper analyzes the citizen participation decision theory by means of document analysis and historical induction.Since the 1960 s or 1970 s,the appeal of "strong democracy" and "citizen governance" are increasing day by day.In this context,citizen participation gradually becomes a part of the daily work of the modern government and public administrator.Then the theory came into being.It makes a rational analysis of the advantages and disadvantages of civic participation.It also demonstrated and summarized the evaluation criteria of citizen participation,and provides the basic strategy guide for modern citizen participation.At the same time,it provided useful reference for our civic participation.
