In the 20 th century,the two world wars prompted a large number of blacks in the southern United States to leave the desolate countryside and to seek new opportunities for development in the major industrial cities in the north,thus forming two waves of great black migration.The alienation of urban life rules and the struggle for resources widened the white people's sense of disgust towards blacks.As a result,the mentality of discrimination that spread to the whole society was accompanied by the acceleration of the process of white suburbanization after the war.It has been an important obstacle to racial integration.The enactment of the Fair Housing Act of 1968 shows the government's determination to eliminate discrimination in the field of housing and to realize equal human rights.This practice not only conforms to the current trend of social thought at that time,but also is an inevitable move of the federal government in order to settle the fierce ethnic conflict.However,subject to the political tradition of "local priority" in the United States,the bill was blocked by some members of Congress,from the legislative stage to the drafting of the statute.As soon as the law was enacted,it was strongly criticized by all sectors of society as "toothless tigers" and "beautiful birds without wings." Over the next 20 years,Congress finally passed the 1988 Amendment after the Federal Court's insistence,which not only broadened the scope of protection,but also increased the supervisory power of the executive marshals.At the same time,the government began to pay attention to the impact of economic factors on ethnic segregation,and developed corresponding solutions.In reality,although equal rights at the legislative level cannot achieve the effect of "radical eradication" of racial discrimination,the Fair Housing Law does,to a certain extent,restrain the systematic and open racial discrimination that existed before in the housing field.And for the government to follow-up policy formulation,the implementation of the direction,has positive practical significance.
