As a national part in the field of culture industry and a combination of both social and economic benefits,state-owned cultural enterprises play an increasingly important role in the development of national economy and society and even fundamentally support national economy.In order to promote the sustainable development of cultural industry,according to the requirements set out at the 19 th National Congress of the Communist Party of China,“we need to accelerate the development of cultural industries,improve modern systems for cultural industries and markets,explore new mechanisms for cultural production and operation,improve economic policy on the development of the cultural sector,and develop new forms of business in this sector.” In practice,state-owned cultural enterprises should play the leading role.However,as the reform of cultural administrative system and state-owned enterprises enters into a critical stage,problems are challenging the reform of state-owned cultural enterprises.The government regulation system has not kept pace with the rapid development of state-owned cultural enterprises,and damages their vitality and creativity as well.This is an important problem to study and solve.On the basis of thorough study and research,this paper provides an overview of the development of Chinese state-owned cultural enterprises in recent years,especially in Shaanxi Province and the cities and districts subordinate to Shaanxi Province.After consulting the literature and statistical yearbook and by applying theories of new public management,principal-agent and responsible government,this paper reviews the development of Chinese state-owned cultural enterprises.It then summarizes the problems in the government supervision of state-owned cultural enterprises as follows: first,overlapping regulation exists;second,government regulatory responsibilities and supervision scope need further clarification;third,government supervision and evaluation mechanism lags behind the development of enterprises;finally,the competence of regulation staff needs to be strengthened.This paper furtherly analyzes the reasons for these problems,namely a lack of a well-established supervision mechanism for state-owned enterprises as well as a lack of a clear relationship between capital subscription and supervision.Particularly,complete regulatory policies,law system and evaluation mechanisms in the cultural industry need to be established.As a result,this paper thinks that supervision mechanism for state-owned cultural enterprises should be further improved.First,establish new mode of government supervision mechanism for state-owned cultural enterprises nationwide called “Four Management”;second,establish and improve policies and regulation systems of government supervision of state-owned cultural enterprises;third,build up government supervision and review mechanism in comply with the law of industrial development;finally,set up a professional team of regulation staff within the government,who are qualified for the supervision of state-owned cultural enterprises. |
