Research On Government Governance Of Social Organization Standards For High-technology Industry

With the rapid economic development and reforms,market competition has shifted from product competition to brand competition,and it has gradually evolved into today's standard competition.Standards have become increasingly important for domestic and foreign economies.In order to solve the problem of insufficient standards for effective supply,the Chinese government is actively exploring new standardization management methods,cultivating social organization standards is one of the most important measures.Social organization standards refer to the standards set by the social organizations,which can stimulate the vitality of market entities,meet the standard requirements of China's market,and promote the transformation of Chinese government's functions.High-technology industry is a technology and knowledge-intensive industry.Its demand for standards is large.Cultivating social organization standards can not only standard ize the development order of high-technology industries,but also promote the technological innovation of high-technology industries.This article is aimed at exploring the governance of social organization standardization in high-technology industry.Firstly,it analyzes the core elements of the governance of social organization standardization in high-technology industry,and systematically describes the governance models,governance subject and object,governance methods and the goals of governance.Sec ondly,it analyze the current situation of governance of high-technology industry social organization standards in China,The Chinese government has already taken a variety of measures to promote the development of social organization standards,such as fo rmulating relevant policies,conducting pilot work on social organization standardization,and establishing a national social organization standard information platform.However,there are still many problems in the formulation of high-technology industrial social organization standards of governance in China,such as inadequate supporting policies and lack of professionals in the preparatory stage of the social organization standards,lack of effective supervision and coordination in the social organizatio n development stage,and lack of standard transformation and government procurement in the social organization standard diffusion stage.The reason is that the government's guidance function is not fully published,the supervision and coordination function is flawed,and service promotion work is not in place.Finally,On the basis of introducing governance models and governance methods developed by the United States and South Korea's high-technology industry social organization standards,it summed up the governance experience of the two countries.From the three aspects of the preparatory phase,the development phase,and the diffusion phase of social organization standards development,it provides many effective countermeasure for governance of social organization standardization in high-technology industry in China,in order to promote the development of China's high-technology industry social organization standards and provide sufficient power for China's economic development.
