Research On Legal Problems Of Anti-terrorism Financing In China

Terrorism is a common problem faced by all countries in the world and has a serious impact on world peace and stability.Combating terrorism is the responsibility and obligation that all countries should fulfill.Money is the lifeline of terrorism.Terrorist organizations rely on the support of various funds to engage in terrorist activities in China.To prevent and weaken the development and growth of terrorist organizations,it is necessary to block the source of funds for terrorist financing.In the past decade,a number of terrorist cases in Beijing,Kunming,and Urumqi have made the counter-terrorism situation facing China aggravate.If the source of funds for terrorists is blocked,their ability to move will be weakened and the goal and effect of limiting terrorist attacks will be achieved.The purpose of cracking down on terrorist financing is to contain the material and financial basis for the activities and development of terrorist organizations and prevent terrorist organizations from growing.China has actively participated in relevant international organizations and improved domestic legislation,and initially formed a system of anti-terrorism financing laws and regulations.For various reasons,the current terrorist financing presents a different form of development in the past.Cross-border flows and financing have increased.However,the existing regulations and supervision are still not perfect,and there are problems with legislative vacancies and inadequate supervision.Therefore,more regulations and implementation rules should be enacted toestablish the standardization of anti-terrorism financing.This article attempts to analyze and demonstrate the status quo of terrorist financing and the harm to our country,and proposes to improve China’s anti-terrorism financing legislation and regulatory countermeasures so as to effectively cut off the sources of terrorist funds.By perfecting China’s anti-terrorism financing legislation and supervision,it is more urgent to limit its existence and development in an economic manner.The full text is divided into four parts:The first part is an overview of terrorist financing,which mainly describes its concept features,generation methods and financing channels;the second part is the evaluation and analysis of the status quo of the development of anti-terrorism financing in China,and assesses the existing of anti-terrorism financing in China.The supervision mechanism demonstrates the shortcomings of China’s anti-terrorism financing mechanism;the third part compares and analyzes the current situation of international terrorist financing,draws lessons from the international community’s anti-terrorism financing standards and legal practice;the fourth part proposes and constructs China’s anti-terrorism financing.Legal countermeasures include building a legal system for anti-terrorism financing that meets international standards,constructing more effective anti-terrorism financing enforcement agencies,and strengthening judicial cooperation in anti-terrorism financing.
