| China has entered an aging society rapidly,and the wave of silver has swept over since 2000.The expanding elderly population and the low birth rate make the contradiction between the old and the poor become more and more prominent.Compared with the adequate pension services and social security provided by developed countries to cope with the aging problem,the level of social security and the provision of pension services in China cannot yet fully cope with China’s huge demand for old-age services.Especially in the underdeveloped rural areas,with the accelerated process of urbanization,the trend of work has led many young people in rural areas flow to the city.The rural areas are generally becoming empty nest,and the traditional big family is disintegrated into the core family.All of that produce a large number of elderly families.The traditional family pension has lost the main function,and the ability of self-care for the elderly is weakening rapidly.In addition,the social old-age service system is not sound,and the rural old-age problem in the underdeveloped areas is becoming more and more severe with the aging process of the elderly.in this case.It is urgent to build a sound rural social old-age service system.Dingtao District of Heze city is a typical less developed area,.This paper to cases of pension for the underdeveloped rural areas by studying Dingtao District.A questionnaire survey was conducted to investigate the current situation of the rural elderly in Dingtao District of Heze.The current situation and existing problems of the elderly in the rural areas of less developed areas were analyzed,and the causes of the problems were analyzed.Then elaborated the construction situation and existing problems of the current social pension service system in Dingtao District of Heze,and then drew lessons from other areas in China.Then put forward the train of thought for building the social endowment service system in the less developed rural area systematically.This paper mainly introduces the community pension,the home care and the institution for the aged in the rural social endowment service system.From the coordination of the old people’s demand mode to the service mode and the function allocation of the service main body,we should reasonably plan the layout and layout of the three,and build a rural social pension service system integrating family,government and society.The following conclusions are drawn:(1)The problem of old-age care in rural areas in underdeveloped areas is becoming more and more severe,and the problem of old-age care needs to be solved urgently.(2)the traditional family function is declining.The old age pension in the less developed areas should focus on the development of social pension and home care.(3)the construction of the rural social endowment system in the underdeveloped areas is combined with multiple departments,at the same time,the source of funds,the construction of the system and the legal guarantee of the system are ensured. |
