China has entered a new stage of social construction,to achieve the transformation and upgrading of social management,the need to explore and nurture social workers and volunteers to undertake social services.In the process of construction of social workers and volunteers,to achieve the localization of social workers and volunteer service specialization,has far-reaching significance.However,the current social workers and volunteers of talent development faces many obstacles,especially in the level of development in front of the Pearl River Delta region,the lack of reference to the western theory,"the region is still in the The climate does not suit one.","stones",tries in different path breakthrough.Lack of career planning,evaluation system is not perfect,the incentive mechanism is backward,the training mode is simple,the role of the division of labor is confused,the degree of localization is low.After all,the lack of long-term planning and design scientific and systematic is caused by social workers and volunteers repeatedly broken and slow before the main reason.Originated in the Western occupation competency assessment tool is widely used in the field of human resource management,through the reliable measured or counted knowledge,or cognitive skills,to distinguish the characteristics of high performance employees,and serve the staff selection and training needs.This paper tries to focus on the competency of this perspective,social workers and volunteers competency of similarities and differences,combined with the current theoretical research results and practical experience as much as possible between social workers and volunteers differences in the concept,characteristics,culture,mechanism,tries to put forward the development of social workers and volunteers constructive suggestions.The competency model and Spencer system of "human service workers general feature dictionary" as the blueprint,select 36 competency in 5 dimensions,by means of questionnaire in Guangdong Province,Zhongshan City,social workers and volunteers as the study object.The first selection with social workers and volunteers management training is closely related to the 14 representatives of small scale questionnaire score on the importance of competency,the deletion of items with low scores,and compiled second questionnaires.The second stage questionnaire for 295 social workers and volunteers to collect data,the blue chip group and ordinary group score comparison as the main indexes for data analysis,the competency and classified in accordance with the features of standard character respectively.Compared to social workers and volunteers competency classification results,mining data contained in the content,to further distinguish between different characteristics of social workers and volunteers,it can be found that the four characteristics:altruistic behavior tendency is a common feature of high performance;the team is more important than the personal ability of fusion;"occupation" society workers expect and demand higher;different ability to influence the direction of organization development mode.Around these four characteristics,combined with the data collected in the study and the problems found in practice,further proposed to the construction of social workers and volunteers of the specific recommendations.
