Research On The Interest Expression Mechanism Of Disabled People In Rural China

The party and the country have always attached importance to the development of the cause of the disabled.In recent years,with the rapid development of economy,we have achieved remarkable achievements in the cause of disabled people,and their production and living conditions have improved significantly.But compared with the growth rate of economic development and the actual needs of the disabled,people with disabilities,especially those in rural areas,enjoy relatively little social security and services in economic,political,cultural and social sectors.Disabled people living in rural areas are not properly protected in the enjoyment of their legitimate interests because of many restricted factors.It will cause a lot of social contradictions and affect the development of rural economy and society if the rights and interests of rural disabled people who need special help are often not guaranteed properly.Therefore,in order to protect the rights and interests of the disabled in the countryside,assure them share the reform achievements,and reduce the conflicts of interest,we must establish a set of interest expression mechanism suitable for the rural disabled,so that the majority of rural disabled people can fully express their interests through a bottom-up,reasonable and legal channel.Starting from the interest demands and the actual needs of the rural disabled,this paper studies the interest expression mechanism of the rural disabled in contemporary China,and discusses the following four aspects.Chapter 1: introduction.Based on the analysis of the topic basis and significance of this research and the current situation of the research on disabled persons by domestic and foreign scholars,this chapter clarifies the research ideas and methods for the benefit expression of rural disabled people,and finally combing the framework structure and innovation of this paper.Chapter 2: the related concepts and theoretical basis of the contemporary Chinese rural disabled people.First of all,this chapter defines the concept of rural disabled persons and the benefit expression mechanism.Then it analyses the theoretical basis of this study provided by both classical Marxism and Chinese Marxism.Finally,it summarizes the significance of the interest expression mechanism of rural disabled people.Chapter 3: the present situation and restricting factors of the interest expression of disabled people in rural China.This chapter first provides a summary of positive achievements in the interest expression of the disabled in rural areas by the main body,channel,method and relevant laws and regulations.Secondly,it analyzes the plight of rural disabled people’s interest expression in terms of unequal opportunity,limited ability,marginal result and high risk cost.Finally,it analyzes the constraints that affect the interest expression of disabled people in rural areas in terms of economy,politics,culture and society.Chapter 4:the policy choice of improving the interest expression mechanism of disabled people in rural China.In view of the constraints mentioned above,this chapter improves the interest expression mechanism of rural disabled persons from the following four aspects: economic interest realization mechanism,political interest guidance mechanism,cultural interest cultivation mechanism and social interest protection mechanism,so as to guarantee the rights and interests of rural disabled people.In the past research results,the subjects of interest expression are mostly macro disadvantaged groups.There is relatively little combination of disability and interest expression.Moreover,academic research on persons with disabilities is concentrated on specific issues such as social security,employment,and medical care.Most of them are promoting the development of disabled people through a top-down related policy.This paper takes interest expression as an entry point to conduct research,locates this interest expression subject in the rural handicapped,and tries to improve the rural people’s interest expression mechanism through the bottom-up approach,so as to realize the orderly development of the mechanism for the expression of the interests of disabled people in rural areas and to ensure the rights and interests of the disabled in rural areas.
