Due to the revolutionary rise of online shopping and e-commerce,imported foods are very popular with consumers because of their variety and high-quality.However,at the same time,with the emergence of negative news that Australia’s imported milk powder were contaminated by E.coli and South Korea’s imported snacks were exposed to excess food additives,the issue of imported food safety has become an unavoidable issue in China’s food safety regulation.The purpose of this thesis is to thoroughly study the legal systems and regulatory measures for the regulatory cooperation in the field of imported food safety.By introducing the development status and characteristics of imported foods in China,it analyzes the problems and deficiencies of China’s current import food safety regulation.It also introduces the regulatory characteristics and cooperative advantages of another major country with huge food consuming,the United States,on imported foods.The legal systems,supervision measures and cooperation methods for the safety of imported foods in China and the United States are analyzed by using a comparative study method.Based on this,it proposes institutional advice for China’s import food safety regulation.Besides the foreword and the conclusion,the thesis mainly includes three aspects:The first part studies the current situation of China’s imported food safety and the existing problems in regulation.It points out that China’s current system of import food safety regulation and cooperation is imperfect,which is reflected in the excessive pressure on port inspections,inability to obtain timely food risk information and lack of international cooperation content.The second part is based on the United States "Food Safety Modernization Act",which elaborates on the U.S.regulatory measures for the safety of imported foods and the active participation of international regulatory cooperation methods.These include signing various types of cooperation agreements,assisting foreign governments in establishing food-safety-related governance capabilities,and forging inspection programs for foreign food manufacturers,and better promoting cooperation through overseas offices established in multiple continents.The third part proposes that China can do as follows:learn from the positive measures taken by the United States in imported food safety issues,play a guiding role in the "Food Safety Law",improve relevant food safety legislation standards,continue to promote the reform of relevant administrative institutions,deepen China’s food safety regulatory cooperation with international organizations,strengthen food safety law enforcement cooperation with relevant agencies in other countries,make full use of relevant international legal mechanisms for food safety,reduce food safety risks,actively and properly respond,and ensure that imported food safety is truly implemented.
