Deepening the detachment of education management practice and evaluation is an important step to fully implement The third and fourth plenary session of the 18th CPC Central Committee,it is an important part of deepening overall education reform,it is a certain claim of managing education by law,it has important historical and practical significance for further improve the education system with Chinese characteristics,modern school system and education evaluation system.The article based on the theory of public management,mainly use the literature analysis and comparative analysis research methods to analysis the current situation of educational supervision and educational supervision power at home and abroad,so as to obtain the beneficial path for our country to reconstruction government educational supervision power under the background of the detachment of education management practice and evaluation.Firstly,this paper systematically reviews the historical development of educational supervision in china,depth analysis the current main task of education supervision,the scope of power and its characteristics;as to why promote the reconstruction of educational supervision power,the article makes a deep analysis from the perspective of public governance,government functions,the government's realistic demands and its internal motivation;on the basis of the thorough analysis,the article believes that the reconstruction of educational supervision power should be moving towards such basic way,that is department of power to the government power,list of power to the comprehensive power,administrative power to the service power,managerial power to the professional power,and also think that strengthening the independence,authority and professionalism of educational supervision,improve the service level is an important measure to reconstruct the supervision of education.Advance reconstruction of educational supervision power in the background of detachment of education management practice and evaluation is the inherent requirement of building new relationship between the government,school and society,it is the also the practical need of promoting the modernization of management ability and the management system.Reconstruction of educational supervision power is a systematic project,which involves all aspects of things.At present,reconstructing our country's education supervision power is in the exploration and groping stage,the relevant system is still imperfect immature.Finally,I hope the research of this paper can provide some immature suggestions for the development of educational supervision in China.
