The Research On The Solve Countermeasure Of The "Parking Difficulty" Of The Central Urban Area Of Shanghai

In recent years,the sustainable development and increasingly higher economic level in China are coupled with explosion of possessing capacity of motor vehicle in metropolises,leading to shortage of parking facilities outfitting.Which severely influences balance of supply and demand for parking and becomes one of urban problems worth attention.The downtown integrating politics,economy and culture has high population density and scarce land resources,highlighting the "parking difficulty" and undermining robust development and safe and secure running of the city.Thus,the research on how to resolve "parking difficulty" in Shanghai downtown is of great practical significance and reference value.The paper studies the "parking difficulty" in Shanghai downtown,and reviews the findings and actuality of current domestic and foreign research on this problem.Introduces current development situation of society and economy in Shanghai,possessing capacity of motor vehicles and trend of development,constructio n management policies for parking facilities and management system,etc.Then it analyzes the actual situation of "parking difficulty" in Shanghai downtown to suggest that this problem mainly finds expression in insufficient total supply of parking facilities,imbalanced distribution of supply and demand for parking facilities,low utilization efficiency of parking facilities and severe il egal parking,etc.What follows is an analysis on the reasons for current state,such as original backward standard for parking space construction and outfitting,unreasonable layout of parking lot planning,imperfect operating management system of parking lot,motorization trend of travel,poor parking consciousness and legal sense of citizens,slow construction of intelligentized city,too fast increasing of possessing capacity of motor vehicles,etc.The paper believes that to solve "parking difficulty" is systemic and complicated engineering,needing systemic and comprehensive measures to produce effect.The main measures comprise optimizing utilization of parking resources and increasing supply of parking facilities;intensifying construction planning of parking lot;actively introducing and vigorously popularizing PPP mode to industrialize and marketize parking;popularizing new design idea of parking lot;expediting construction of subcentre and suburb new town;enhancing propaganda of traffic rules and execution of law execution;expediting construction of intelligentized city using technology means;rein in the increasing speed of total possessing capacity of motor vehicles in Shanghai,etc.,in an effort to tackle "parking difficult" in Shanghai downtown in a systematic way,and develop the city robustly and sustainably.
