Research On The Management Model Of The Compulsory Isolation For Detoxification In Public Security Organizations

Drugs are a serious social problem.The Chinese Government has always attached importance to drug control,cracked down on drug-making and drug-trafficking,and controlled the spread of drug abuse.The anti-drug work achieved initial successes.In order to strengthen and improve the work of drug treatment under the new situation,the Law of the People's Republic of China on Drug Control promulgated,the public security administrative organs forcibly detoxification and judicial administrative organs forcibly isolated drug addiction interlocking,sub-section admitted to the formal establishment of compulsory isolation detoxification model.This paper compares the history of the establishment of overseas drug treatment system and the current situation of system operation in the world's major countries from the perspectives of government administrative function theory and administrative coercion theory,and combs the drug detoxification system composed of voluntary detoxification,community detoxification and compulsory isolation,Respectively,to explore the historical background of the compulsory isolation and detoxification system,rationality and other issues.In order to enhance the persuasiveness of this article,this paper chooses the compulsory detoxification center in Zhejiang as an example.Based on the individual interview and questionnaire survey,this paper summarizes the daily operation mechanism of the compulsory isolation and detoxification mode of public security organs.Humanitarian care,with great progress.However,the study found that the public security organs compulsory isolation is still widespread lack of financial security,lack of cognitive correction,method of self-proclaimed,lack of follow-up tracking a series of problems,to some extent limit the public security organs compulsory detoxification mode effect.This paper starts from the problems discovered,and thinks that we can start from the measures of increasing financial input,correcting the deviation of ideas,innovating ways and methods,and continuously tracking and helping education so as to better exert the greatness of compulsory isolation and detoxification system of public security organs.effect.
