An Analysis Of The Function Of The Government-Led Community Foundation In The Field Of Social Assistance

With the change of China’s economic development and social structure,it is urgent to change the social governance mode.The government should first change the mode of taking on everything of social management,then transfer part of governance power to the community,and let the society deal with conflicts and problems in its own development process.In order to meet the needs of social governance innovation,in June 2015 Nanjing Municipal Civil Affairs promulgated the "Implementation Plan for Promoting the Development of Community Foundation in Nanjing",and after nearly two years,the Community Foundation has supported the resources of the streets of Nanjing incorporated.Although the United States has a history for more than 100 years of community foundation and Taoyuanju community foundation is the first successful case in China,community foundation in Nanjing is still a new thing.In view of the fact that the creation of the Nanjing Community Foundation is mostly driven by the government,the community foundation is different from the community in the United States and other parts in China in the process of actual operation.This study finds the fact that the Nanjing Community Foundation service area is limited to the social assistance,and finds differences in the content of services from other regional community foundations.In this paper,a qualitative research method is adopted to select the three community foundations in Nanjing as a case,and the motivation and the actual functions of the social assistance as the main service areas are studied.This paper first combs the related literature of community foundation,social assistance and active social assistance,and expounds the development of domestic and foreign community foundation,the function operation and the exploration of active social rescue practice both at home and abroad.Based on the analysis of the existing literature and the analysis of the interviews data of the three community foundations,the paper explores the motivations of the Nanjing Community Foundation focusing on social assistance,the functional orientation in the social assistance system and the existing problems.This study suggests that the factors that affect the concentration of the work of the Nanjing Community Foundation in the field of social assistance involve two internal and external aspects.The internal factors include the length of the establishment of the community foundation,the professionalism of the community foundation staff,and the community foundation.The external policy factors are mainly affected by the low level of social assistanceand the imperfection of the social assistance system and its grass-roots management system.This study analyzes the characteristics of community involvement in social assistance and its function in the current social assistance system,and puts forward some suggestions in the follow-up development of Nanjing Community Foundation and its function in the field of social assistance.
