As important law-enforcing departments of public security organs,public security surveillance places are an important platform to show the law-enforcing image of public security organs,which undertakes important responsibilities of supervising,educating,treating and correcting people under surveillance as well as the significant tasks of ensuring the smooth execution of criminal procedures&executive law enforcement and protecting the legal interests and rights of people under surveillance[1].Hence,it can be seen that surveillance places bear special missions and important duties of creating harmonious and stable social environments.In recent years,with the increase in the amount of detention,the composition of people under surveillance becomes increasingly complicated.The regulatory risks of terrorism-related and violence-related people increase.Therefore,“single guard”can no longer meet the requirements of the development of modern scientific management rules and safety development of surveillance places.In this case,management reform is an important task of surveillance,and also an effective approach to guarantee the security of surveillance places.The implementation of new Criminal Procedure Law and people's new expectation put forward new requirements on the supervision work.Besides,new changes in the maintenance of social stability also bring about new challenges to supervision work.Hence,the incompatibility between public security supervision and situation development is still very prominent.Surveillance places in Jinan City have centered on surveillance security,insisted to enhancing management ability of surveillance places,focused on mechanism and system,emphasized key points,kept a foothold on security risk control of surveillance places,highlighted severe security protection,followed up the supervision effects,promoted the levels of management by law,security assurance,guarantee of rights and interests and served lawsuits for a long time,thus obtaining remarkable achievements.However,in practical work,many problems still exist,such as supervision police's great pressure,unreasonable duty patterns,single management means and the difficulty in managing special personnel.In the writing process,this thesis adopts the path of discovering problems,analyzing problems and solving problems,as well as case analysis,literature review,statistical analysis and interview method to make a conclusion.Then based on the common problems and individual problems existing in all kinds of surveillance places,the thesis dissects the management of surveillance places and figures out the problems.By combining with the author's daily working experience and theoretical knowledge,feasible suggestions on improving supervision police's sense of occupational identity and sense of happiness as well as implementing management of surveillance places are proposed,with a view to strengthen and improve the management of surveillance places,safeguard surveillance places and law-enforcing teams,thus realizing the working goals of management by law,strict management,civilized management and scientific management.
