Since the beginning of the 21st century,the importance of India in the global strategy of the United States continued to upgrade.When it comes to Obama administration,the United States identified the indo-US relationship as the defining partnership of 21st century.China factor is one of the key considerations for the United States to develop India policy,and the development of the Indo-US relationship has great effects on China.This paper takes the U.S.India policy in Obama administration as the research object,and analyzes the development stage of their bilateral relationship.One step further,it also evaluates and summarizes the process and essence of the"defining" strategic partnership.As is shown in the paper,the formation process of Obama’s India policy includes the policy tone of the former government,the rise of Indian status under the theoretical support,and the characteristics of Obama’s global strategy.Which needs to be noted is that although India has an important place in the global strategy of the United States,by no means can it be compared with U.S.allies.Moreover,by analyzing Obama’s India policy from both the time domain and various dimensions,the paper points out that the Indo-US relation has characteristics of repeatability and periodicity.Military is the key area of the two sides,which is relatively stable.Compared to this,economic field is marked with volatility.Moreover,with the help and encouragement of the United State,India participates more active in the regional and global affairs,but it also has to help the United State to share the risks and costs.In sum,the overall policy toward India is successful,which makes the two sides more closely.However,it is an exaggeration to identify their relationship as "defining partnership",which is a strategic promotion rather than the reality.The differences and contradictions between the sides continue to restrict the development of their relationship.As a result,China can make effort to strengthen the strategic dialogue with both the United States and India to promote interaction and understanding in the Indo-pacific reign.Meanwhile,the strategy of "One Belt One Road" is also helpful for China to take measures to deal with the U.S-Indo partnership.
