A Research For Government’s Economical Role In Resource-exhausted Cities Transformation, Taking Xintai City As An Example

From history point of view,resource-based cities were established and developed a little bit different in different areas and different times and these cities may have different functions,but the main drive for them to establish and transform is same,,which is national resource development plan and drive from governments,especially local governments.The key for these resource-based cities to transform is economical role of local governments.Resource-exhausted cities transformation is systematic and very difficult.So it requires local government to follow market,coordinate production resources,optimize resource usage and local government must continue to change,adjust,re-define economical role in continuously changing environment.Local government should be the most important to drive resource-exhausted cities to transform in critical areas,to set up an energetic,efficient,more open management pattern,to stimulate market and all social roles to activate this transform.This paper use Xintai as an example to explain how government develops economical role under the condition that coal-exhausted cities must transform.It investigates Xintai real situation and explains the necessity and specialty of government’s economical role and demonstrates the main economical functions of government.Resource-exhausted cities need government to understand local situation,to take advantage of market economical functions,to find a way to allow local cities to make full use of market-oriented economy.This paper is based on theory,considers local special situation of Xintai,analyzes government’s measures,effects,difficulties during city transform and provides author’s suggestions to governments how to position,how to invest,fund-raising,structure of industry,social management,environment protection,legal system,etc.
