A Research On Performance Management Problems And Countermeasures In Tax Departments

Performance management is a significant reform in government function transformation and management style innovation,which the State Administration of Taxation decided to implement step by step in the national tax system by taking the form of individual pilot.By 2016,performance management has been fully implemented in the national tax system,and has made evident achievements.However,in the practice of national tax departments at the grass-roots level,the problems such as wrong ideas,unclear recognition,non-standard evaluation,insufficient application of the results,have restricted the scientific and orderly operation of tax performance management.This paper starts from the reality of Laiwu Municipal Office,SAT,and draws on the advanced performance management theory and experience both at home and abroad.It has pointed out the problems in the implementation such as indefinite targets,irrational indicators,nonstandard operation and limited incentive effects,and explored the deep-seated causes from the perspectives of lagged idea,imperfect system and weak cadres on the basis of deep analysis.Finally,the paper proposes countermeasures and suggestions to improve performance management and put forwards ideas concerning related guarantee measures.In order to better identify and solve problems,this paper applies a variety of research methods such as data collection and empirical comparative analysis;it makes a comparatively scientific analysis of the current situation of performance management in Laiwu;combined with the personal experience in grass-roots work,the paper explores the path significance of performance culture to enhance performance management practice.
